PLEDGE OF ALLEGIANCE Mayor Vinis welcomed Eugene Police Department Cadet Colin Walsh, who led the Pledge of Allegiance. 2. PUBLIC FORUM 1. Scott Landfield -Had petition supporting a 1000' buffer zone between marijuana d ispensaries. 2. Raging Grannies -Asked Council to divest from any business with US Bank. 3. David Porter -Asked the Police to stop harassing him about his mobile home. 4. Eric Richardson, Eugene Springfield NAACP -Shared 2017 Just Energy Policies report. 5. Lisa Arkin -Supported UGB extension language which supports environmental justice and clean energy policies. Council Discussion • Appreciate Mr. Richardson's thorough report. 3. CONSENT CALENDAR A. Approval of City Council Minutes B. Approval of Tentative Working Agenda MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to approve the items on the Consent Calendar. PASSED unanimously 7:0. 4. ACTION Appointments to Boards, Committees, and Commissions Budget Committee MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Joshua Skov to the Eugene Budget Committee. PASSED 7:0. MINUTES -Eugene City _Council June 12, 2017 Page 1 MOTION: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Emily Fiocco to the Eugene Budget Committee. SUBSTITUTE MOTION AND VOTE: Councilor Clark moved, seconded by Councilor Semple, to substitute Benjamin Clark. FAILED 3:4, councilors Evans, Syrett, Taylor, and Zelenka opposed. VOTE ON MAIN MOTION: PASSED 6:1, with Councilor .clark voting against. MOTION: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Eliza Kashinsky to the Eugene Budget Committee. SUBSTITUTE MOTION AND VOTE: Councilor Semple moved, seconded by Councilor Clark, to substitute Benjamin Clark. FAILED 2:5, councilors Evans, Pryor, Syrett, Taylor, and Zelenka opposed. VOTE ON MAIN MOTION: PASSED 6:1, Councilor Semple opposed. Civilian Review Board MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint Maurice Denner to the Eugene Civilian Review Board. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint James Hargreaves to the Eugene Civilian Review Board. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Carolyn Williams to the Eugene Civilian Review Board. PASSED 7:0. Historic Review Board MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Samantha Kalita to the Eugene Historic Review Board. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Luke Habberstad to the Eugene Historic Review Board. PASSED 7:0. Human Rights Commission MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Ibrahim Coulibaly to the Eugene Human Rights Commission. PASSED 7:0. PASSED 7:0. •• Planning Commission MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint John Barofsky to the Eugene Planning Commission. PASSED 7:0. MOTION: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Ken Beeson to the Eugene Planning Commission. SUBSTITUTE MOTION AND VOTE: Councilor Evans moved, seconded by Councilor dark, to substitute Elliot Becker. PASSED 4:3, councilors Semple, Taylor, and Zelenka opposed. VOTE ON MAIN MOTION: PASSED 5:2, councilors Semple and Taylor opposed. Sustainability Commission MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint Howard Saxion to the Eugene Sustainability Commission. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint Zach Mullholland to the Eugene Sustainability Commission. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Douglas Edwards to the Eugene Sustainability Commission. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to appoint Kelsey Zlevor to the Eugene Sustainability Commission. PASSED 7:0. Toxics Board MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint Mark Krueger to the Eugene Toxics Board. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint Andree Phelps to the Eugene Toxics Board. PASSED 7:0. Whilamut Natural Area Citizen Planning Committee MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint Vicky Mello to the Whilamut CPC. PASSED 7:0. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to reappoint Erin Quinn to the Whilamut CPC. PASSED 7:0. 5. ACTION Charter Requirements for Election to Fill Council Vacancy City Attorney Glenn Klein offered Council options for Charter amendments for elections to fill City Council vacancies. Council Discussion • Prefer to wait on decision-making • Options are numerous and unclear. • Elections are time-consuming and expensive. • Will support because the citizens are the main authority on their city Charter. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to adopt a Resolution calling for a City Election on November 7, 2017, to consider a Charter Amendment. PASSED 7:0. Consensus was reached by the council on alternating yearly between lengthy evaluations, and shorter evaluations for the City Police Auditor. 6. Committee Reports and Items of Interest from Mayor, City Council, and City Manager Council Discussion • Testimony was given in support of the State Transportation Package. • Upcoming Sister City trip to Korea needs participants. • There is a vacancy on the Board of the Lane Regional Air Protection Agency. • List of changes to the budget made by the City Manager requested. • Trump Administration has asked the 9th U.S. Circuit Court to dismiss a lawsuit against the government brought about by 21 youths, many of them from Eugene. • The Housing Policy Board recently met. • • Those not acquiring positions on the Sustainability Commission should apply to the Lane Regional Air Protection Agency (LRAPA).
