Mayor Vinis opened the June 12, 2017, meeting of the Eugene City Council.
1. PUBLIC HEARING: An Ordinance Amending the River Road-Santa Clara Urban
Facilities Plan Text
Mayor Vinis opened the Public Hearing.
Mayor Vinis disclosed that she had an ex parte contact by attending the May 2 Lane Transit
District (LTD) Strategic Planning Committee. She described the meeting as a general
description of where the proposed Santa Clara transit station would be placed. Mayor Vinis
stated that her attendance at the meeting had not impaired her impartiality.
City Manager Jon Ruiz introduced the topic of the Public Hearing.
Testimony in Favor:
• Rick Satre (for LTD) -Suggested strategically amending the Neighborhood
Refinement Plan to not preclude transit.
• Edward McGlone (for LTD) -Said the proposed transit station location was perfect
for the area and its residents.
• Carl Yeh (for LTD)-Said the proposed transit station location was perfect for the
area and its residents.
• Jerry Finnegan-Read into record a letter of support from the Santa Clara
Community Organization to LTD.
Neutral Testimony
• Stefan Strek-Said public transit is important, but starting a new project before the
West 11th EMX project is complete, is hasty.
Testimony Against: There was no testimony against.
Mayor Vinis closed the Public Hearing.
