Mayor Vinis opened the June 28, 2017, Work Session of the Eugene City Council.
A. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Councilor Evans-reported that he and Councilor Taylor attended the National League of Cities
(NLC) summer meeting. As Chair of Transportation and Infrastructure for NLC this year, he
conducted a robust meeting about priorities and the federal budget.
Councilor Taylor-urged other councilors to get involved with the NLC. In additio n, she
expressed concern with speed limits around parks.
Councilor Pryor-stated that Eugene had been designated a Mozilla Gigabit City. He added that
he recently attended an LCOG meeting at the Cottage Grove Armory, and he was very impressed
with the renovations and updates that had been performed on that building.
Councilor Semple-announced that the Human Rights Commission (HRC) had its last meeting
until September. She added that there was a new Chair and Vice Chair, and three new
commissioners on the HRC.
Councilor Clark-reported that he had recently attended a Lane Workforce Partnership Board
meeting at which structural changes were ratified and approved.
Councilor Zelenka -said that he attended Dave Hauser's memorial, and it was a remarkable event.
Councilor Syrett-announced that she had recently attended a Human Services Commission
(HSC) meeting, at which the one-night homeless camp was discussed.
Mayor Vinis-stated that the subcommittee of the Poverty and Homelessness Board that works
on support ofhousingand shelter met the previous week and discussed a few projects to
provide 50-60 units to house chronically homeless adults.
B. EXECUTIVE SESSION-pursuantto ORS 192.660(2)(i)
The council met in Executive Session held pursuant to ORS 192.660(2)(i) to review and evaluate the
job performance of a chief executive officer.

C. WORK SESSION: City Manager Annual Performance Review
Council Discussion
• The City Manager did his job very well over the last year.
• Union relationships are better, but still need more work.
• Improved communication to engage the public in the City Council's work needed.
• Compared with several City Managers of the past, the current manager is the best.
• City Manager's recent response to both the union and the community regarding additional
ambulance transportation funding was appreciated.
• Manager's work in the past year to house homeless veterans was noteworthy.
• Ongoing problems with the new City Hall and South Willamette is area of concern.
• Appreciate that City staff is accessible to the council.
• Urban renewal activity was promoted by the City Manager and staff instead of the council.
• Should explore the benefits of a performance auditor.
• Concerned with lost or delayed items.
MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to, in lieu of a merit salary
increase, Council grant the City Manager, on a one-time basis, two weeks, or 80 hours of vacation leave.
The motion passed unanimously 7:0.
The meeting of the Eugene City Council adjourned at 1:30 p.m.
