Councilors Present: Chris Pryor, Emily Semple, Claire Syrett, Betty Taylor, Jennifer Yeh,
Alan Zelenka (all councilors present via teleconference)
Councilors Absent: Mike Clark, Greg Evans
Mayor Vinis opened the July 3, 2017, meeting of the Eugene City Council.
1. ACTION: West Eugene E-Commerce Zone Designation
MOTION: Councilor Zelenka moved, seconded by Councilor Syrett, to adopt
Resolution 5203, a resolution requesting that the West Eugene Zone be designated
for electronic commerce.
Amanda D'Souza of the Planning and Development Department offered a report on
Resolution 5203.
Council Discussion
• Opposed to the resolution due to the inclusion of a call center that would shut down
after the tax break expires.
• Concerned that only one minimum wage employee would be required for a business
to take advantage of the credit.
• The types of businesses able to apply for the credit are very limited.
MOTION PASSED 5:1, Councilor Taylor opposed.
