Taylor, Jennifer Yeh, Alan Zelenka
Mayor Vinis opened the July 10, 2017, meeting of the Eugene City Council.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
In honor of Independence Day, Mayor Vinis led the Pledge of Allegiance and representatives of
the League of Women Voters read the Declaration of Independence.
2. PUBLIC FORUM
1. Bonny McCornack - announced the petition for a Charter Amendment to elect a city auditor.
2. David Monk - supported the petition for a Charter Amendment to elect an independent auditor.
3. George Brawn - supported the petition for a Charter Amendment to elect an independent auditor.
4. Brian Weaver - supported the petition for a Charter Amendment to elect an independent auditor.
5. Cindy Allen - supported the petition for a Charter Amendment to elect an independent auditor.
6. Jerry Smith - said the Eugene government was not doing enough to mitigate local homelessness.
7. Kristina Payne - spoke in opposition to changing the name of Broadway Plaza to Kesey Square.
8. Pat Farr - paid his respects to the late Dave Hauser.
9. Kevin Marbury - urged Council to address the current problems in Alton Baker Park.
10. Cathie Twomey Bellamy - urged Council to address the current problems in Alton Baker Park,
11. John Barofsky - spoke in favor of the Community Development Block Grant 2018 Action Plan
12. Sandi Mann - supported the petition for a Charter Amendment to elect a city auditor.
Council Discussion
• Councilor Taylor is the longest -sitting Eugene City Councilor in the body's history.
• The current federal administration is proposing severe cuts to programs related to
Community Development Block Grants.
• Support officially changing name from Broadway Plaza to Kesey Square.
• A work session and broader community conversations concerning an elected independent
city auditor is needed.
3. ACTION: An Ordinance Amending the River Road -Santa Clara Urban Facilities Plan Text
(City File: RA 16-1)
City Manager Jon Ruiz offered a report on the ordinance amending the River Road -Santa Clara
Urban Facilities Plan Text (City File: RA 16-1)
Councilor Yeh stated that her husband was an LTD Board member, but there was no conflict of
interest, and her impartiality was not impaired.

MOTION and VOTE: Councilor zelenka moved, seconded by Councilor Clark, to adopt
Council Bill 5176, an Ordinance Amending the River Road -Santa Clara Urban Facilities Plan
Text. PASSED 8:0.
4. ACTION: Eugene -Springfield 2018 One -Year Action Plan
Stephanie Jennings from the Planning & Development Department offered an overview of the
2018 Proposed Action Plan.
Council discussion
■ Important that the public is aware of steps city government is taking to help the homeless.
• The $350,000 the City of Eugene contributes to Human Service operations is trade available
through the Lane County Human Services Commission process.
• The funding and coordination brought about by this Plan are very helpful.
■ A closer look at how the current federal administration's cuts will affect local programs
needed.
MOTION and VOTE: Councilor 2elenka moved, seconded by Councilor Clark, to approve the
Eugene -Springfield 2018 One -Year Action Plan summary for use of Federal CDBG and
HOME funds in FY18 provided in Attachment B. PASSED 8:0.
