Councilors Present: Mike Clark, Greg Evans, Chris Pryor, Emily Semple, Claire Syrett, Betty
Taylor, Jennifer Yeh, Alan Zelenka
Mayor Vinis opened the July 10, 2017, Work Session of the Eugene City Council.
A. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Councilor Taylor - said immediately after Fourth of July holiday is the appropriate time to
address potential changes to fireworks regulations and expressed disappointment that the
Nuisance Codes issue was not reflected on the upcoming Council meeting agenda.
Councilor Syrett - supported Councilor Taylor's position on a future ban of fireworks in the city
and said Council should avoid having complex discussions via email.
Councilor Pryor - stated that the biggest issue related to fireworks is whether the City is
enforcing existing fireworks laws.
Councilor Clark - said he is not interested in new legislation to protect those who are simply
offended by fireworks, but would consider changes that protect those who are genuinely
harmed by them. He supported the development of a mobile application that citizens could use
to help police enforce existing Fireworks laws.
Councilor Zelenka - expressed reservations about a fireworks ban, due to the unknowns of how
that would be enforced and supported the concept of a mobile app. He announced there was a
vacancy on the Oregon Transportation Committee (OTC).
Councilor Semple - encouraged her colleagues to look into silent fireworks and reported that
Council had received copies of the Human Rights Commission's report on focus groups.
Councilor Evans - announced that the Transportation Package, one of the League of Oregon
Cities' four major legislative priorities, had passed during the current legislative session. He
added that he was elected Treasurer of LOC.
B. WORK SESSION: Property Disposition - 8th & Mill
Amanda D'Souza of the Planning & Development Department offered a report and PowerPoint
presentation on the disposition of the 8th & Mill property.
Council Discussion
• The 8th & Mill property should be developed as planned by 2021.
• The market will dictate the project's timeline.

• Concerned that there are some deal points that the developers aren't currently being held to.
• The developer is very motivated to get the project underway as soon as possible.
MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to authorize the
City Manager to sell the parcel identified in Attachment A to G Group, LLC consistent with the
terms included in Attachment D. PASSED 8:0
C. WORK SESSION: Property Disposition - Broadway & Hilyard
Amanda D'Souza of the Planning & Development Department offered a report and PowerPoint
presentation on the disposition of the Broadway & Hilyard property.
Council Discussion
• The $90,000 figure seems low, but the deal is still in the proposal stage; the final amount has not
been determined yet.
• Agree with staff recommendation to pursue Mr. Connor's project.
• A social gathering site, such as a beer garden, would be a good use of the property.
MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to select Tom
Connor and direct the City Manager to work with Mr. Connor to negotiate deal points for sale of
the City -owned property at Broadway & Hilyard and bring deal points to council for action.
PASSED 8:0.
D. CONSENT CALENDAR
1. Approval of Tentative Working Agenda
MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to approve the
items on the Consent Calendar. PASSED 8:0
