Councilors Present: Mike Clark, Greg Evans, Chris Pryor, Emily Semple, Claire Syrett (via
teleconference), Betty Taylor, Alan Zelenka, Jennifer Yeh
Mayor Vinis opened the July 12, 2017, Work Session of the Eugene City Council.
A. WORK SESSION: 2017 General Obligation Bonds for Street Preservation Projects
Jenifer Willer of the Public Works Department, offered a report and Power Point presentation
on the 2017 General Obligation Bonds for Street Preservation Projects.
Council Discussion
• The term "shared path" means a path used by both bicyclists and pedestrians, and is not
synonymous with "unimproved roads."
• Citizens usually do not know if their street has a public works prognosis for repair.
• Eugene is not meeting the capital requirements to completely deal with the roads system.
• Council chose not to implement an earlier subcommittee recommendation of $1 per
resident for garbage pickup.
• Proposed Active Transportation increases are appreciated.
• Proposed $5 million is not enough to bring all Eugene streets up to standards.
Dr. Gary Manross from Strategy Research Institute (SRI) continued the report on the 2017
General Obligation Bonds for Street Preservation Projects related to public opinion.
Council Discussion
• The streets backlog includes deferred projects that there are insufficient funds to address.
■ It is disappointing that the Quiet Zone does not have the support to be included in current
streets projects.
■ If the bond passes, the actual work would begin in 2019.
• A detailed report on the proposed motion before going on break was requested.
MOTION and VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to direct the
city manager to bring the Council a resolution placing a $51.2 million GO bond measure to
Fix streets on the November 2017 ballot consistent with the 2012 bond measure and the
current SRRP recommendations. PASSED 8:0.
B. WORK SESSION: Overview of Nuisance Codes
Rachelle Nicholas of the Planning & Development Department offered an overview and Power Point
presentation on Nuisance Codes.
Council Discussion
• Many citizen complaints about noise, nuisance buildings, and overgrown vegetation are received
in the summer.

• More Nuisance Code enforcement is needed.
• City needs more tools to enforce Nuisance Codes for abandoned buildings.
■ Have to rely on the County sometimes to help deal with abandoned buildings.
MOTION and VOTE: Councilor Clark moved, seconded by Councilor Zelenka, to extend the
meeting 10 minutes. PASSED 8:0.
Council Discussion
• Concern expressed about the tarps provision, as sometimes they are necessary to prevent the
leaking of roofs.
• The City should enforce existing ordinances before writing new ones.
■ Noise complaints are in the jurisdiction of the Eugene Police Department [EPD].
The meeting of the Eugene City Council adjourned at 1:45 p.m.
