A. An Ordinance Establishing The Sufficiency Of The Eugene Urban Growth Boundary For Purposes Of Residential Land Needs By Making A Text Amendment To The Eugene -Springfield Metropolitan Area General Plan; Amending Text And Adopting An Appendix To The Envision Eugene Comprehensive Plan; And Amending Sections 9.2750 And 9.2751 Of The Eugene Code, 1971. Terri Harding of the Planning & Development Department offered a report and Power Point presentation on Council Bills 5177, and 5178 related to the Eugene Urban Growth Boundary. Council Discussion ■ A digital map that is being offered for adoption, not just text. • The exact position of the current Urban Growth Boundary [UGB] is debatable. • The future of Urban Reserves and Rural Reserves is an important consideration. • This issue has been researched sufficiently. • This decision will accommodate future need for Parks, Open Space, and Industrial Lands. • Expanding onto agricultural land is ill-advised. MINUTES -- Eugene City Council July 17, 2017 Page 1 Work Session • The housing affordability issue needs to be factored into any decision surrouriding UGi3 expansion. • Data does not support UGB expansion at this time. • An adopted UGB is required in order to adopt Urban Reserves. MOTION: Councilor Zelenka moved, seconded by Councilor Clark, to adopt Council Bill 5 17 7, an ordinance concerning employment, park and school land. MOTION: Councilor Clark moved, seconded by Councilor Evans, to combine Council Bills 5177, and 5178 into one motion. Council Discussion • Combining the two ordinances allows all bodies involved to move forward more quickly. VOTE ON COUNCILOR CLARK'S MOTION: FAILED 2:6, councilors Clark and Evans in favor. VOTE ON COUNCILOR ZELENKA'S MOTION: PASSED 6:2, councilors Clark and Taylor apposed. MOTION and VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to adopt Council Bill 5178, an ordinance concerning residential land. PASSED 7:1, Councilor Clark opposed.
