PUBLIC FORUM 1. Joe Tyndall - Police Commission does nothing to advance the goals and policies of the City Council, 2. Eliza Kashinsky - Supported efforts to address the issue of missing middle housing. 3. Tammy Roberts - Spoke about a request by a marijuana shop for an exemption to the buffer zone. 4. Coreal Riday-White - Announced the trial date for the Juliana v U.S. court case. 5. Ray McCauley -- Announced an event benefitting the Musicians Emergency Medical Association. 6. Paul Biondi - Spoke about an event benefitting the Musicians Emergency Medical Association. T Sue Cox - Spoke about an event benefitting the Musicians Emergency Medical Association. B. Christiane Ochoa - Supported enforcement of the 1,000 buffer zone rule for marijuana businesses. 9. Jim Neu - Thanked the council and City for their efforts on several local initiatives. 10. Robin Bloomgarden - Supported divesting from U5 Bank, climate recovery efforts and free parking. 11. Bill O'Brien - Lauded the contributions of Ken Kesey and the value of Kesey Square. 12. Caitlin Bowman - Supported divestment from US Bank. 13. Michael Carrigan - Supported the City's efforts around climate recovery and homelessness. 14. Laurie Powell - Supported continued work to implement the Climate Recovery Ordinance. 15. Wayne Martin- Supported continued efforts to address the issue of homelessness. 16. Linda Heyl- Supported divestment from US Bank. 17. Jessie Smith -- Expressed concern about EPD's bike patrol policies. 18. Stefan Strek - Supported efforts to "Make Eugene Great Again." Council discussion: • Process for applying for funds for homelessness efforts/rest stops should be transparent and as easy as possible. • Mayor's Ad Hoc Committee on the Climate Recovery Ordinance will meet to discuss the progress made on the Climate and Energy Action Plan. 2. CONSENT CALENDAR Mayor Vinis pulled Item 2D from the Consent Calendar. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve the items on the Consent Calendar, as amended. PASSED 8:0. MINUTES - Eugene City Council July 24, 2017 Page l Work Session & Meeting- Mayor Vinis explained the process and timeline for appointing two members to the Lane Regional Air Protection Agency. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to reappoint Jeannine Parisi to the LRAPA Board. PASSED 8:8. 3. ACTION: West Eugene Enterprise Zane Task Force Public Benefit Criteria Update Amanda D'Souxa provided a brief overview of the West Eugene Enterprise Zone Task Force Public Benefit Criteria process. MOTION: Councilor Zelenka, seconded by Councilor Clark, moved to adopt Council Bill 5165, an ordinance amending the West Eugene Enterprise Zone Public Benefit Criteria and Scoring System. Council Discussion • Goal of Enterprise Zone should be to create family -wage jobs; language should specify that a median wage for all new employees. • Tier 2 criteria are important and should be required to some degree to obtain the tax exemption; account for at least a quarter of the overall points. • Should require a policy or program for advancing goals around local hiring and sourcing and sustainability, in line with all of the other criteria. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Syrett, move to amend Criteria 2 in Exhibit A by revising the phrase "the median wage for all employees" to "the median wage for all new employees" in each of the four places where the phrase is found. FAILED 3:5, councilors Zelenka, Syrett, and Semple in favor. Council Discussion • Intent of criteria is to ensure that companies who receive exemption pay better -than -average wages. • System will work better with flexibility; goal is to encourage rather than stifle business growth. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Syrett, move to replace the sentence at the top of page 4 of Exhibit A that currently reads "Points will be combined with Tier 1 points for total points" with the following: "Points will be combined with Tier 1 points for total points, and businesses need to score at least 6 points from Tier 2 criteria." PASSED 7:1, Councilor Clark opposed. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Syrett, move to amend Criterion 3 in Exhibit A by replacing the third stab -criterion related to MWBE businesses with the following: After consultation with the City's Minority and Women Business Enterprise contracting specialists, the business has created a policy or program for contracting with more MWEB businesses. PASSED 8:0. MOTION AND VOTE: Councilor Zeienka, seconded by Councilor Syrett, moved to amend Criterion 5 in Exhibit A, replacing the third sub -criterion related to certain consultations with the foliowing: "The business has one of the following: 1] after consultation with the City a plan to reduce their impact on the transportation system, or 2] after consultation with the MINUTES — Eugene City Council July 24, 2017 Page 2 Work Session & Meeting City's Waste Prevention and Green Building department a plan to reduce energy consumption. VOTE 8:0. VOTE ON MAIN MOTION AS AMENDED 8:0. 4. ACTION: A Resolution Calling a City Election on November 7, 2017, for the Purpose of Referring to the Legal Electors of the City of Eugene a Measure Authorizing the Issuance of a Maximum of $51,200,000 of General Obligation Bonds to Fund Street Preservation Projects and Bicycle and Pedestrian Projects MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to adopt Resolution No. 5204 placing a GO bond measure on the November 2017 ballot. PASSED 7:1, Councilor Clark opposed. Council Discussion • Measure would have a better chance of passing in May 2018. • Competing money measures may complicate the May 2018 ballot; November 2017 Offers best hope for success. 5. ACTION: Approval of Motions Relating to the November 7, 2017, Election MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to direct the City Manager to publish and distribute a local voters' pamphlet for the special election scheduled For November 7, 2017, on a ballot measure amending the Eugene Charter related to elections to fill vacant Mayor or Councilor position; and on a bond measure For street preservation projects. PASSED 8:0. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to appoint Councilors Pryor and Yeb to the voters' pamphlet proponent committee For the Charter Amendment related to elections to fill Mayor/Councilor vacancies. PASSED 8:0. MOT10N AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to appoint Councilors Evans, Syrett, and Zelenka to the voters' pamphlet proponent committee for the bond measure For street preservation projects. PASSED 8:0. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to direct the City Manager to prepare a neutral information tabloid concerning both measures. PASSED 5:3, councilors Semple, Clark, and Taylor opposed. Council Discussion • There is a perception that past information tabloids were not neutral and not an appropriate use of tax money; may discourage No votes. • Require review by Secretary of State's office for neutrality, and include a statement on the tabloid that the material was reviewed. • Purpose of tabloid is to provide information to voters about the measure; important piece of communication plan. • Tab ioid should be produced as modestly as possible, while still encouraging recipients to read it. MINUTES — Eugene City Council July 24, 2017 Page 3 Work Session & Meeting MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to direct the City Manager to include on a supplemental budget sufficient appropriation offset by General Fund contingency and the Reserve for Revenue Shortfall to produce that voters' pamphlet, produce a neutral information tabloid and pay for the City's share of election costs. PASSED 6:2, councilors Semple and Clark opposed.
