Councilors Present: Emily Semple, Betty Taylor, Alan 2elenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Vinis opened the July 24, 2017, meeting of the Eugene City Council.
1. WORK SESSION: Police Chief Engagement and Recruitment Process
Central Services Director Kristie Hammitt gave a PowerPoint presentation about the Police Chief
recruitment process.
Council discussion:
• Public involvement aspects of recruitment and selection process are important.
■ Council input on the community process, selection of a recruiter is appropriate.
• Targeted outreach to all stakeholders - both groups and individuals - needed.
• Councilors should have an opportunity to meet and evaluate the candidates, in a manner that
does not violate the Charter.
+ Involvement of Police Auditor is critical to the success of the process.
• Support having open, transparent opportunities for introducing candidates to community.
2. WORK SESSION: Downtown Parking
Planning and Development Executive Director Denny Braud and PDD Finance Director Lori Kievith
provided an overview of the downtown free parking program.
Council discussion
■ Removal of free parking downtown will have a significant negative impact on businesses.
• Consider expanding free three-hour parking zone to all of downtown.
■ There is a cost for the City to maintain parking spaces; costs should be recaptured to ensure
maintenance of parking and transportation infrastructure.
• Current parking policy is inconsistent with best practices for climate recovery efforts.
• Data needed to effectively address the issue; shouldn't rely on anecdotal evidence only.
• Downtown merchants have communicated their collective interest in restoring parking meters.
• Regardless of whether it's free or paid parking, all downtown parking should be the same.
■ Free parking does exist downtown in the parking garages.
• Outreach to inform people about the availability of free parking in garages is important.
3. ACTION: Request for Exemption from 1,000 Ft. Buffer Zone Requirement
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Semple, moved to direct the
City Manager to schedule a public hearing on an ordinance to grant an exemption from the

1000 ft. school puffer regulation for a marijuana retail shop to be located at 655 Monroe
Street. PASSED 8:0.
