Syrett, Chris Pryor
Councilors Absent: Mike Clark
Mayor Vinis opened the September 1.1, 2017, meeting of the Eugene City Council.
1. CEREMONIAL MATTERS
Mayor Vinis made a statement and led a moment of silence in honor of the lives lost on
September 11, 2001.
Mayor Vinis read the statement she released regarding Deferred Action Childhood Arrivals
(DACA) recipients.
3. PUBLIC FORUM
1. Pat Farr - Spoke about City/County cooperation around annexations in urban environments.
2. Duncan Rhodes - Was happy with Willamette Street striping; Sunday Streets successful.
3. Steve Shinn -- Expressed concern about transients and urban camping; need more police.
4. Joe Tyndall - Spoke about 9/11, Bach Festival, and Police Commission.
5. Sarah Pishioneri - Asked council to put discriminatory dog ban policy to rest.
6. Otis Haschemeyer - Expressed disappointment with environmental implications of GO Bond.
7. Adam Hansman - Said sleeping and eating are human rights; everything else a luxury.
8. Joshua Skov - Reported that Better Eugene/Springfield working towards Vision Zero goal.
9. John Kline - Said City is losing more trees than are being replaced; make replanting a priority.
10, Rob Bennett - Conveyed Downtown Eugene Inc's position against Broadway Plaza renaming.
11. Jerry Garcia - Said ballot title for GO Bonds is deceptive title; not enough benefits to bicyclists.
12. Melissa Achtien - Supported waiting to rename Broadway Plaza until master plan worm is done.
Council Discussion
■ GO Bonds will not increase tax rate - without them, streets will deteriorate and with them
the safety of streets will be increased.
The meeting adjourned at 8:11 p.m.
