Mayor Vinis opened the September 11, 2017, Work Session of the Eugene City Council,
A. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Cuncil Discussion
+ Lane ACT meets on Wednesday in Florence, providing opportunity to see how Lane County
dollars are spent in another community.
• Parks Committee has had a second meeting and decided to add a Fourth meeting.
■ West Eugene EmX Line tour opening; a great addition to LTD service.
• Community Court celebrated its one-year anniversary.
+ HOME Consortium Governing Board has met to discuss Community Development Block
Grant funds.
■ Sustainability Commission had retreat to narrow down goals and accomplishments.
B. WORK SESSION: City Council Process Session
Mia Cariaga of the City Manager's Office gave a presentation on process session topics including
Communication and Correspondence, Council Meeting Follow -Up Items, Tentative Working
Agenda, and Council Retreat.
Council Discussion
• Previous discussion regarding adequate notice on motions and current operating
agreement states there must be as much notice as possible when presenting an intended
motion.
■ Support expressed for having a retreat to talk about Council goals and objectives - broadly
scope the direction Council is going over next few years.
• Councilors' role as liaisons for the City's Boards and Commissions important to program's
success.
• Consider changing the language in Operating Agreements about councilors' allowance for
memberships in civic organizations.
• Switching agenda items around with little notice doesn't give councilors enough time to
prepare.
• Important to keep track of and communicate work session items yet to be scheduled.

R. Approval of Tentative Working Agenda
C. Adoption of Resolution 5205 Amending Eugene City Council Operating Agreements and
Repealing Resolution No. 5043
D. Approval of Overseas Travel Request
Councilor Zelenka pulled Item C from the Consent Calendar.
MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Semple, to approve
Items A, B, and D on the Consent Calendar. PASSED 7:0.
MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Semple, to adopt
Resolution 5205 amending Eugene City Council Operating Agreements and repealing
Resolution 5043 and adding an amendment to Section 2.02 Councii Poll to change five
working days to two weeks with an individualized reminder at five working days. PASSED
7:0.
The meeting of the Eugene City Council adjourned at 6:5B p.m.
