Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Claire Syrett, Chris Pryor
Mayor Vinis opened the September 13, 2017, Work Session of the Eugene City Council.
1. WORK SESSION: Civilian Review Board Update
Civilian Review Board Chair, Chris Wig, gave an update about the Civilian Review Board's
meetings, activities, training topics, and relationship with the Police Chief and Auditor.
Council discussion:
■ The CRB gives the public a chance to comment on police allegations of misconduct.
• Collaboration by the CRB and Auditor on which cases to review is valuable.
• Current membership on CRB may be lacking some diversity in terms of occupation and
communities of color and other historically marginalized communities.
External review by the CRB is an effective prevention measure,
Format of the report submitted by CRB is helpful.
2. WORK SESSION: Emergency Management Program Update
Kevin Holman, the City's Emergency Manager and Fire Chief Joe 2aludek gave an update
about emergency management This included grant programs, the Eugene -Springfield
Mitigation Plan, RFP to get seismic engineering done, a multi -jurisdictional emergency
management plan, CERT classes offered, community partnerships and outreach programs
including Mapping Your Neighborhood and the preparedness fair.
Council discussion:
• Reach out to occupants of higher density housing about preparedness and water purity
training.
• Investigate establishing secondary water source, looking at wells vs. water from the
Willamette.
■ Provide resources for people who may not have the money to put together an adequate
emergency preparedness kit.
3. WORK SESSION: Purchase of Greenhill Technology Park Property for Emergency
Operations Center and Eugene Police Department Special Operations
Myrnie Daut, Risk Services Director, gave an update about the search for property for an
Emergency Operations Center. The emergency management team has partnered with the
police department to look for land that could also serve for Special Operations Unit. Realtor

Clayton Walker was present to help answer questions about the proposed property in the
Greenhill Parr area.
Council discussion:
• No design or plan for construction yet.
• Build date - hope to have it done by 2021.
• By committing to buying the property, may not be committing to a course for the property.
MOTION and VOTE: Councilor Zelenka moved, seconders by Councilor Clark, to approve the
purchase of the Greenhill Technology Park property. PASSED 8:0.
