Evans, Chris Pryor
Councilors Absent: Claire Syrett
Mayor Vinis opened the September 20, 2017, Work Session of the Eugene City Council.
1. WORK SESSION: Multifamily Recycling Program
Solid Waste Analyst Michael Wisth, gave a presentation on new state DEQ requirements that
require the City of Eugene to strengthen current regulations related to recycling at multi -family
complexes.
Council discussion:
• A Fine schedule for non-compliance with state DEQ requirements is needed.
• Education about proper recycling is needed as well as overflowing container space.
• The Atrium Building will be the first certified zero waste building in the country.
• Would like to see City's food waste program ramped up.
2. WORK SESSION: Broadway Plaza Renaming Process
Deputy City Attorney Kathryn Brotherton explained that on April 19, 2017, the City Council passed
a motion to initiate a process For Formally considering a proposal to change the name of Broadway
Plaza to Kesey Square. There was a second, separate motion to initiate a Metro Plan diagram
amendment and rezoning process to consider changing the site from Government and Education to
Public Land.
MOTION: Councilor Taylor moved, seconded by Councilor 2elenka, to change the name of
Broadway Plaza to Kesey Square and to repeal Resolution No. 4505.
Council discussion:
• Many people already refer to the site as Kesey Square.
• The emails received during the comment period were 29 in favor and 19 in opposition.
• Public may be confused with the two separate actions going on - what to name it vs. what to
do with it.
• Develop a comprehensive plan For what the plaza looks like down the road.
• A lot more work and conversations need to be had before rezoning is addressed.

Council discussion:
■ If Council votes not to name it Kesey Square, develop some sort of process to rename it and
look into other things/people to rename it after.
Downtown planning as a larger conversation isn't happening with Council right now; don't
know how long this would be postponed.
• PDD coming back to Council late fall to report on lighter, quicker, cheaper alternatives
implemented this summer downtown.
SUBSTITUTE MOTION and VOTE [with friendly amendment]: Councilor Clark, seconded by
Councilor Evans, moved to substitute Betty's motion with a motion to initiate a process as
it's laid out in the Naming Policy to form a committee by however means, whether it's
Mayor's choice or by however means best in the ordinance is laid out, and have the naming
committee formed and report back to Council within 45 days. PASSED 4:3, councilors
Semple, Taylor, and 2elenka opposed.
Council discussion:
■ What does the policy lay out for time limit?
■ Naming Policy - The City Council may refer a suggested name to an appropriate existing
committee or Ad Hoc naming committee. The naming committee will meet to review any
suggestions and will make a recommendation to the Council. During its review, the committee
will identify and analyze potential consequences and any financial implications associated
with the proposed name.
VOTE ON MAIN MOTION AS SUBSTITUTED: PASSED: 4-3, councilors Semple, Taylor, and
2elenka opposed.
Council discussion:
• Council should have rezoning conversation packaged with the conversation to rename.
