Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans (via
phone), Claire Syrett, Chris Pryor
Mayor Vinis opened the September 25, 2017, meeting of the Eugene City Council.
PUBLIC FORUM
1. Joel Iboa, Vice -Chair of Human Rights Commission - asked Council to stand with DACA recipients.
2, John Brown - voiced concerns about water quality and human waste epidemic near rivers.
3. Paul Wagner - spoke about water quality issues, health crisis, garbage and human waste.
4. Jim Neu - asked Council to ban all Fireworks in city of Eugene, citing noise and air pollution issues.
5. Patricia Hine - asking City to divest from U.S. Bank.
6. Caitlin Bowman - requested transition to clean and renewable energies, divesting from U.S. Bank.
7. Laurie Poweil - supported Mayor's CRO Ad Hoc Committee; this summer was wake-up call.
8. Cindy Kokis - said toilets and trash cans are needed for homeless, shelter at LCC or EWEB buildings.
9, David Woken - spoke in favor of DACA resolution.
10. Merrily Sutton, Penny Palmer - supported divestment from U.S. Bank.
11. Vernon Lee Price - spoke about 91h Circuit Court ruling on sleeping in cars and impounded vehicles.
12. Linda Kelley - asked Council to support SIB 1070 Clean Energy Jobs Bill.
13. Maria Bybee - asked City to divest from U.S. Bank; submitted book Drawdown to Council.
14. Sophie Bybee - asked City to divest from U.S. Bank and support DACA resolution.
15. Nick Dikas - supported divestment from U.S. Bank and finding a new banking partner.
16. Charlie Landeros - supported DACA resolution and funding proposed by Human Rights Commission.
17, Phil Carrasco - spoke on behalf of Latinx Alliance of Lane County, supporting DACA resolution.
18. Hugo Nicolas - supported DACA resolution and funding proposed by Human Rights Commission.
Council diuion:
• A work session poll about divesting from U.S. Sank has gone out to Councilors.
• Additional state funding going through Human Services Commission to direct services.
• It's not responsible to send waste down river to other people,
Fireworks discussion will be coming back to Council soon.
2. CONSENT CALENDAR
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve Item
C on the Consent Calendar. PASSED 8:0.
3. ACTION: Deferred Action for Childhood Arrivals (DACA) Resolution
MOTION: Councilor Syrett, seconded by Councilor Zelenka, moved to adopt Resolution 5206,
PASSED 8:0.

4. PUBLIC HEARING AND ACTION: Resolution Adopting a Supplemental Budget; Making
Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2017 and Ending
June 30, 2018
1. John Barofsky - creative supplemental budget, interest on load should be tied to CP1
Council discussion:
interfund loans governed by 0regon budget law,san't dictate the rate of the loan.
MOTION: Councilor Zelenka, seconded by Councilor Clark, moved to adopt a resolution adopting
a Supplemental Budget and approving the Interfund Loan; and changing appropriations for the
City of Eugene for the Fiscal Year beginning July 1, 2017 and ending June 30, 2018.
MOTION: Councilor Semple, seconded by Councilor Evans, moved to substitute the following for
the motion: Move to adopt the revised resolution, labeled the "Revised Resolution" in the upper
right hand corner, adopting a Supplemental Budget for EPD radio funding and assistance with
DACA renewal fees, and approving the Interfund Loan; and changing appropriations for the City
of Eugene for the Fiscai Year beginning July 1, 2017 and ending June 30, 201S.

■ HRC unanimously asked Council to approve funding and assistance with DACA renewal fees
• Concerned about setting precedent with this allocation of funds.
■ Consider possibility of setting money up as a loan instead of a grant or scholarship,
• Action will help stabilize people so they can continue to be contribute to our city.
■ The decision on who gets the money should be considered.
VOTE ON MOTION TO SUBSTITUTE: PASSED 7:1, Councilor Clark opposed.
VOTE ON SUBSTITUTE MOTION: PASSED 8:0.
MOTION: Councilor Semple, seconded by Councilor Zelenka, moved to direct the City Manager to
pay, either directly or through a contract with an outside agency, $495 for DACA renewal
applications for Eugene residents, the total not to exceed $10,000. PASSED 7:1, Councilor Clark
opposed.
Council discussion:
■ Making this money a loan would drive up administrative costs to the City.
■ Encourage individuals helped to share their stories and successes.
The meeting adjourned at 8:59 p.m.
