Councilors Present: Emily Semple, Betty Taylor, Alan 2elenka, Jennifer Yeh, Mike Clark, Greg

Mayor Vinis opened the September 25, 2017, Work Session of the Eugene City Council.
1. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Council Discussion
• LRAPA will be having public hearing about burning outside City limits but within the UGB.
■ Human Rights Commission has finalized its work plan.
• Coordinated economic development for the region was discussed at Cascades West
Economic Development District meeting.
• EmX is now providing service to west Eugene; ribbon -cutting ceremony held on September
17.
■ Monthly LCOG meeting will be planning for annual recognition dinner in February.
■ Sustainability Commission had successful retreat and will be coming to Council with a work
plan, and to introduce the new Chair and staff person.
• Knight Campus at the U❑ is starting construction in January.
• Rest stop video and staff presentation on homelessness available to neighborhood groups.
• SquareOne construction of Emerald Village is being built.
• Car camping program was discussed at the Santa Clara Neighborhood Association meeting.
■ Parks and Rec Maintenance and Funding subcommittee will be coming to Council this fall.
■ Northeast Neighbors feel that north part of town is becoming over crowded with housing.
• The Human Services Commission has $50,000 of state funds to dedicate for a feasibility
study on a permanent shelter for the homeless.
2. WORK SESSION: Arts & Economic Prosperity V (AEPS)
Library, Recreation, & Cultural Services Executive Director Renee Grube, and John Barry, the
managing director of the Arts & Business Alliance gave a presentation of the Arts & Economic
Prosperity Study V (AEP5).
Council Discussion
• The "new arts" could be added to this study, and would report even more income and
impact to the economy -film production, digital visual and music arts.
• This study just captures art within the City of Eugene, not greater Eugene -Springfield area.
• The report cites the "equivalency" of 2,400 FTE jobs, but would be interesting to see how
many jobs, including part time, are created and how many lives are being touched.

3. WORK SESSION: Mapping Value in Eugene
Economic Development Planner Anne Fifield and Urban Development Manager Will Dowdy
gave a presentation about an analysis conducted by the Planning and Development Department
printed in a booklet titled Mapping Value in Eugene, Oregon.
Council Discussion
• These maps allow us to engage in more intelligent decision -making.
■ Looking at the taxable revenue/return derived from different properties vs. what it costs to
deliver services, there's a ratio — the next step is to collection information about the impact
of delivering services and begin to generate that kind of comparison.
• These graphs show why downtown is so important, it's the economic engine of our city.
■ Helpful to plan For new growth or redevelopment.
• Opportunity to use document to spur conversations and understanding around development.

Councilor Zelenka pulled Item C from the Consent Calendar.
MOTION AND VOTE: Councilor 2elenka moved, seconded by Councilor Clark, to approve
items A and 8 on the Consent Calendar. PASSED 8:0.
The meeting of the Eugene City Council adjourned at 6:48 p.m.
