HomeMy WebLinkAbout170927 CC WS MinutesMINUTES Eugene City Council Work Session Harris Hall, 125 East Ste Avenue Eugene, Oregon 97401 September 27, 2017 12:00 p.m. Councilors Present: Emily Semple, Betty Taylor, Alan 2elenka, Mike Clark, Claire Syrett, Chris Pryor Councilors Absent: Jennifer Yeh, Greg Evans Mayor Vinis opened the September 27, 2017, Work Session of the Eugene City Council. A. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(i) The Council held an Executive Session pursuant to 0R5 192.660(2)(i) to review and evaluate the job performance of a chief executive officer, other officers, employees, and staff. B. WORK SESSION: Police Auditor Annual Performance Review Human Resources Director Alana Holmes and Human Resource Manger Keri Beraldo introduced the performance review process for Police Auditor Mark Gissiner. Council Discussion ■ Police Auditor's Office runs smoothly and facilitates transparency. • Support doing creative outreach and be more visible to different populations of the city. • Police Auditor's input for the Police Chief recruitment will be valuable. ■ The number and types of internal complaints show fairness and trust. • The office has a positive influence on policy and procedures. • Greater outreach and involvement with neighborhood meetings needed. MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve 2.5% Cast -of -Living Adjustment for the Police Auditor effective July 1, 2017, consistent with the other non -represented employees and to authorize the Council President to execute the contract amendment consistent with this motion. PASSED 6:0. C. Councilor Taylor Motion to Reconsider September 25 DACA Motion MOTION: Councilor Taylor, seconded by Councilor Clark, moved to reconsider the motion to substitute made on Monday night. Council Discussion ■ Two councilors who were present Monday night are not present at this meeting. • Process of how the decision was made may deserve more thought. ■ Consider possibility of making the money disbursed for DACA a loan. ■ Support what council did vs. how it did it -no surprises should be goal.
