Councilors Present: Emily Semple, Betty Taylor, Alan 2elenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Vinis opened the October 9, 2017, meeting of the Eugene City Council.
1. CEREMONIAL MATTERS
Mayor Vinis made a statement recognizing Indigenous People's Day and introduced Mitchell Lira, a
co -director of the Native American Student Union at the University of Oregon and member of the
Warm Springs Tribe to address the audience.
Mayor Vinis made a statement about the Las Vegas shooting and her support for more mental health
services and stricter gun laws.
2. PUBLIC FORUM
1. David Monk - on behalf of SE Neighbors, supported the proposed rest stop and additional outreach.
2. John Thieiking - spoke in favor of moving forward with the rest stop approval as soon as possible.
3. Trish Kandik - reported human waste, needles, fights, and noise issues at Monroe Park.
4. Kevin Burns - encouraged enforcement of laws at Monroe Park, address problems in the park.
5. Mel Hite - spoke against the dog ban and discriminatory enforcement of the ban.
b. Julie Lambert - supported efforts to create better access to housing.
7. Sabra Marcroft - make plans to create emergency camp in response to diseases, support NHS
8. Karan Whitington - the ERs should be handling and housing the homeless
9. Joe Tyndall - said the Police Commission plan was overstated; expressed free speech concerns.
10. Ian McTeague- spoke against the dog ban.
11. Wayne Martin - supported the recommendation to allow dogs downtown again.
12. Heather Sielicki- in favor of the rest stop at 341h and Hilyard; adopt a clear process for future sites.
13. Eugene Drix - encouraged everyone to rethink the word "you."
14. Tracy Joscelyn -- said she will get things in the works for adoption of Nightingale Rest Stop.
15. Norma Grier -- spoke in favor of establishing a rest stop at 341h and Hilyard.
Council discussion:
• As of November 1, the dog ban will sunset.
• Monroe and other parks are a concern and focusing on downtown has pushed problems
elsewhere.

MOTION AND VOTE: Councilor 2elenka, seconded by Councilor Claris, moved to approve the
items on the Consent Calendar. PASSED 8:0.
