Councilors Present: Emily Semple, Betty Taylor, Alan 2elenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Vinis opened the October 9, 2017, Work Session of the Eugene City Council.
1. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Mayor Vinis postponed Committee Reports and Items of Interest to the October 11 Work Session.
2. WORK SESSION: Police Commission Update
Police Commission Chair Bill Whalen and Vice Chari Scott Nowicki reviewed the commission's
previous work plan and discussed its FY 2018-2019 work plan.
Council Discussion
• Outreach and communication are priority issues as a commission.
• Connection between Police Auditor's Office and Police Commission is important.
• Consideration of drone policy needed; look at what other communities are doing to see if they
could be a useful tool for Eugene's police force.
• Eugene police department has worked towards a community policing/guardian culture.
• Greater effort needed around 9-1-1 and communications staffing to address service demand.
• Important to understand where multiple community expectations are and where to increase
or decrease efforts.
• There are three top priorities: car -camping program, increase in police staff, downtown safety.
• Appreciate outreach to minority communities.
• Data from internal and external surveys of police department is getting outdated; however,
generating new research requires significant resources.
• Concerned about staffing levels; there are many police vacancies throughout the state. Hiring
and training process takes approximately 18 months.
• Community service officers fill valuable role.
MOTION AND VOTE: Councilor 2elenka, seconded by Councilor Clark, moved to approve the
FY 2018 - FY 2019 Police Commission Work Plan. PASSED 8:0.
3. WORK SESSION: Rest Stop Program Update
City Manager's Office Division Manager Mia Cariaga and Policy Analyst Regan Watjus gave an
update on the Rest Stop Program and discussed a proposed rest stop at 341h and Hilyard Street
recommended by the Southeast Neighbors Board.

Council Discussion
• Happy to see rest stops expanding beyond Ward 7 and that the neighborhood association has
been closely involved in facilitating and communicating with neighbors about the expansion
proposal.
• It has been a while since a new rest stop was adopted; this proposal in line with Council's
efforts to put a rest stop in each of the wards.
• More outreach should be done prior to the Council vote on adopting the proposed rest stop.
• Adoption of this rest stop becomes a template for how future rest stops may be adopted in
other wards. It is appropriate to do everything we can to make sure all stakeholders are
adequately informed and have opportunity to give input before this adoption.
■ The people at this proposed rest stop deserve a permanent place; worth postponing decision
a couple of weeks to make ensure adequate communication and outreach.
• Need to create parameters for establishing a new rest stop in the community so there is a
clear process for adoption.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to direct the
City Manager to conduct additional outreach to the immediate neighbors of the proposed site
at 34th Avenue and Hilyard Street and advertise opportunities for people to provide input
regarding the proposed site at the City Council's next public forum on October 23ra with
potential action scheduled for after the public forum. PASSED 7:1, Councilor Semple opposed.
