Mayor Vinis opened the October 18, 2017, Work Session of the Eugene City Council.
1. WORK SESSION: Recommendation from Broadway Plaza Naming Committee
City Manager's Office Division Manager Mia Cariaga provided information on the Mayor's Ad -Hoc
Broadway Plaza Naming Committee and conveyed the committee's recommendation to Council.
The committee voted to recommend that Broadway Plaza be renamed Kesey Square, 7:2.
Council Discussion
• Thank you to committee members for their time and energy around this proposal.
• The committee should have considered additional names.
MOTION and VOTE: Councilor Taylor, seconded by Councilor Clark, moved to change the name
of Broadway Plaza to Kesey Square and to repeal Resolution Number 4505. PASSED 5:1,
Councilor Clark opposed [Councilor Evans absent].
2. WORK SESSION: Metro Plan Amendment
Planning and Development Executive Director Denny Braud, Urban Development Manager Will
Dowdy, and Land Use Planning Manager Alissa Hansen provided a recap of revitalization efforts
around Kesey Square as well as an overview of the rezoning and Metro Plan designation process.
Council Discussion
• Rezoning idea was introduced as a means to prevent a building from being built in the square.
• Park blocks are designated as Public Land but allow Saturday Market to take place under
seasonal or temporary affairs/events.
• If Kesey Square is rezoned to Public Land, it will limit commercial and event activity, including
coffee kiosks, food carts, or markets.
• Having a conversation first about goals for the space and then having a conversation about
rezoning makes the most sense; this discussion seems premature.
• Either zone designation would allow some sort of building.
• If Kesey Square becomes a park space, it would still need to be activated and managed.
• Trust that future leaders will continue to maintain space and change it as needed.
• Goal is to maintain the space as a central gathering spot for all residents and visitors.
• There are other planning priorities to pursue at this time.

MOTION and VOTE: Councilor Evans, seconded by Councilor Claris, moved to direct the City
Manager to suspend the Metro Plan amendment and rezoning process for Kesey Square initiated
in April 2017. PASSED: 5-2, Councilors Semple and Taylor opposed.
The meeting adjourned at 1:04p.m.
