Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark [via phone],
Greg Evans, Claire Syrett, Chris Pryor
Mayor Vinis opened the October 23, 2017, Meeting of the Eugene City Council.
1. PUBLIC FORUM
1. Ralph McDonald - spoke about the Sustainability Commission's Tiny House Subcommittee.
2. Art Farley -- supported the Electric Vehicle Ready Building Code recommendation.
3. Sophie Bybee - spoke in favor of divestment from U.S. Bank.
4. John Thielking - suggested finding housing for homeless through applications.
S. Alice Warner - spoke in favor of divestment from U.S. Bank, and issuing an RFP for local banking.
G. Raging Grannies - Sang song supporting divestment from U.S. Bank
7. Carrol Crawford - Supported housing for elders/tiny house group.
8. David Wade - Spoke in favor of tiny house/tiny house villages.
9. David lgl - provided a brief history of the University of Oregon's Dunn Hail.
10. Laurie Powell - spoke in favor of divestment from U.S. Bank and the CEAP update.
11. Barb Prentice - supported Nightingale Health Sanctuary's efforts to establish a rest stop.
12. Michael Carrigan - spoke on behalf of Community Alliance of Lane County in support of NHS.
13. Tracy Joscelyn - supported the NHS rest stop proposal.
14. Susan Macomson - spoke in favor of divestment from U.S. Bank, importance of Police Chief hiring.
15. Jennifer Frenzer Knowlton - supported the NHS rest stop proposal.
lb. Tai Pruce-Zimmerman - supported emergency winter strategies for homeless and NHS rest stop.
17. Eugene Drix - expressed appreciation for official naming of Kesey Square.
18. Joe Tyndall - spoke about Antifa, social justice v. free speech.
19. Zach Mulholland - said CEAP should consider new rules and regulations to meet goals.
20. Geronimo Garcia - spoke about employment opportunities for homeless people, road bond measure.
Mayor Vinis closed the Public Forum.
2. PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Conferencing State Traffic Laws;
Amending Section 5.005 of the Eugene Code, 1971; and providing an Effective Date
No testimony was provided on this ordinance.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to adopt
Council Bi115179, an ordinance concerning State Traffic Lawes, amending Section 5.005 of
the Eugene Code, 1971, and providing an effective date. PASSED 8:0.

3. ACTION: Motion to Approve Rest Stop
City Manager's Office Division Manager Mia Cariaga and Policy Analyst Regan Watjus provided
background information about the process and outreach leading up to the motion to approve the
proposed rest stop at 340, Avenue and Hilyard Street.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve
a rest stop site in the City -owned parking lot on the southwest corner of 34th Avenue and
Hilyard Street in Eugene. PASSED 8:0.
4. ACTION: Motion to Approve Overnight Sleeping Site
City Manager's Office Division Manager Mia Cariaga and Policy Analyst Regan Watjus provided
background information about the St. Vincent de Paul request to move its Dusk to Dawn site to a
new site that will allow an increase in capacity.
Council Discussion
• Appreciate outreach efforts once the decision was made to request relocatin of the Dusk to
Dawn site.
■ With the increase in capacity, the number of tents will also increase and will actually help
separate people to mitigate potential problems.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to authorize
an overnight sleeping site permitted under the Dusk to Dawn Ordinance at 505 and 717
Highway 99. PASSED 8:0.
Mayor Vinis adjourned the meeting of the Eugene City Council and convened a meeting of the Eugene
Urban Renewal Agency.
5. ACTION: Appointments to Riverfront Renewal Guides for the Riverfront Urban
Renewal Plan
Assistant City Manager Kristie Hammitt introduced the topic of appointments to the Riverfront
Renewal Guides, which will advise the Urban Renewal Agency director and Board on activities in
the Riverfront Urban Renewal District. The application window was open for two months, 53
applications were submitted, and Mayor Vinis made her recommendations for the seven
members of the board.
Council Discussion
• So many great candidates; very difficult decision to make.
MOTION: Councilor Zelenka, seconded by Councilor Clark, moved to appoint the
nominated individuals to the River Guides.
MOTION: Councilor Semple, seconded by Councilor Taylor, moved to substitute Gregory
Ringer for John Iglesias. FAILED 3-5, Councilors Zelenka, Yeh, Clark, Evans, and Pryor
opposed.

VOTE ON ORIGINAL MOTION: PASSED 5-2, Councilors Semple and Taylor opposed.
The meeting adjourned at 8:59 p.m.
