Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark (era phone),
Greg Evans, Claire Syrett, Chris Pryor
Mayor Vinis opened the October 23, 2017, Work Session of the Eugene City Council.
1. Committee Reports and Items of Interest from Mayor, City Council, and City Manager

• "Flying People" artwork is back at the airport, just not on display yet.
• Human Rights Commission met and expressed appreciation to the council for the DACA funds.
■ Hope for win -win resolution of the AFSCME strike at Lane County.
• Metropolitan Wastewater Management Commission is using SDCs to incentivize tiny homes
by charging a multi -family rate -wastewater charges are helping affordable housing.
• Lane Regional Air Protection Agency has not made a decision about burning within the UGB.
■ Approved agenda items still need to be scheduled: Inclusionary Zoning, Construction Excise
Tax, and Nuisance Code
• City Club had a panel on the road bond measure.
• Lane Workforce Partnership had joint meeting with Poverty and Homelessness Board.
• Housing Policy Board is working on construction excise tax and inclusionary zoning.
■ Feasibility Study discussed at recent meeting on establishing a permanent shelter.
2. WORK SESSION: Human Rights Commission FY 2018 Work Plan and FY 2017 Annual
Report
Equity and Accessibility Analyst Katie Babits, Human Rights Commission Chair Edward McGlone,
and Human Rights Commission Vice Chair Joel Iboa, gave an update on the HRC's FY2017
accomplishments and discussed how to meet Council standards and directions for the coming
year in the FY2018 Work Plan, The HRC would like to continue to identify ways to become a
resource for the City Council, including shared strategies with the Council and other Boards and
Commissions.

■ Result of the marginalized voices report is a goal of coming together and exploring common
problems.
• Pleased with collaboration of HRC and Sustainab ility Commission regarding equity issues,
housing issues, etc.
• Discussed changing by-laws to accommodate having official liaisons between commissions.

MOTION and VOTE: Councilor 2elenka, seconded by Councilor Clark, moved to approve the
Human Rights Commission FY2018 work plan. PASSED 8:0.
3. WORK SESSION: Sustainability Commission Work Plan
Sustainability Analyst. Chelsea Clinton, Sustainability Commission Chair Kevin O'Brien, and
Commissioner Thomas Price gave a work plan update, outlined policy proposals, and introduced
the 2018 work plan. The Commission has focused on the social equity part of the triple bottom
line and would like their by-laws with how they serve the council.
Council Discussion
• Providing EV-ready infrastructure hook-ups at low cost is a good initial step towards climate
recovery goals.
■ Local demand for tiny homes may change by making it more affordable and accessible.
■ Creating more formal relationships with other commissions important - function should be
clear if there are overlapping positions.
■ Ensure that the Climate and Energy Action Plan update process and Transportation System
Plan implementation are meeting Climate Recovery Ordinance goals

Sustainability Commission's FY2018 work plan. PASSED 8:0.
