Mayor Vinis opened the October 25, 2017, Work Session of the Eugene City Council.
1. W 0 R K SESSION: Eugene Public Library - Year 1 Levy Report
Executive Director of Library, Recreation, and Cultural Services Renee Grube and Technology
Innovation Manager Margaret Alexander gave an update about the first year -and -a -half of the
library levy passed in November 2015.
Council Discussion
• Thank you to committee members for their time and commitment to this issue.
• More hours and better access available at library branches. The hours at the downtown
library have been fully restored; not quite fully restored at other branches, but based on
community response and need.
• The library's offsite program work has expanded significantly with levy funds.
• Investments in youth and digital technology has demonstrated that modern libraries are
relevant in the 21st Century.
• Consider the long-term sustainability of the programs and activities the levy funds.
■ Libraries supplement learning that traditionally was provided by schools before budget cuts.
• Explore partnerships with schools and the value of a robust library to youth.
■ The Imagination Library partnership with Eugene Library Foundation reaches kids from birth
to Five years old by sending a free hook every month sent to their home.
Z. WORK SESSION: Draft Ordinance Concerning Fireworks Restrictions
Fire Chief Joe Zaludek, Assistant Fire Marshal Amy Linder, and Police Lieutenant Jen Bills
presented a draft ordinance to Council.
Council Discussion
■ if ordinance is passed, what happens with the sale of Fireworks? The proposed ordinance
contains no language that would prohibit the sale of certain fireworks.
• Develop list of fireworks that pass the "sound test" to be available to vendors in Eugene.
• How do we effectively police in city/county checkerboard out in Santa Clara area?
Enforcement will be an issue.
• Proposed ordinance seems like a good compromise of limiting dates and types of fireworks.

Work Session
• Vendor that developed a reporting app will make its program available in Oregon and
Washington by next spring, tool with GPS coordinates and pictures, most jurisdictions use for
code enforcement.
■ Amnesty day will continue and has been a success every year.
• Consider use of administrative rules to require vendors to provide information at point of sale
about which fireworks meet the Eugene Code.
• The ordinance should be as simple as possible, and the revised draft has moved in that
direction.
• People need to be made aware of the new code regulations before enforcement begins.
• Consider impact on commercial permitted displays -- public display permit issued through
Fire Marshal's office for both outside and indoor displays.
■ There is no case law that protects fireworks use as free speech; reasonable to regulate.
■ Would like to reserve the option to have commercial displays if a permit is obtained; add
"unless otherwise permitted..." clause.
MOTION: Councilor Zelenka, seconded by Councilor Syrett, moved to direct the City Manager
to schedule a public hearing on the Replacement Attachment A with the addition of subsection
3 - "unless otherwise authorized by the City Manager or designee."
MOTION AND VOTE: Councilor Semple, seconded by Councilor Taylor, moved to amend to
limit subsection 3 of Replacement Attachment A to July 4. FAILED 3:5, Councilors Semple,
Taylor, and Syrett in favor.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to extend the
City Council meeting by 10 minutes. PASSED 7:1, Councilor Pyror opposed.
VOTE ON ORIGINAL MOTION: PASSED 6:2, Councilors Clark and Evans opposed.
The meeting adjourned at 1:33 p.m.
