Mayor Vinis opened the November 20, 2017, Public Hearing of the Eugene City Council.
1. PUBLIC HEARING: An Ordinance Concerning Fireworks Restrictions and Amending Sections
4.934 and 4.996 of the Eugene Code, 1971
Fire Chief Joe Zaludek introduced the topic of the public hearing and recapped the previous
discussions Council has had around fireworks and the proposed ordinance.
1. Jim Antonini - favored strongest possible restrictions to fireworks.
2. Shellee Corell - said illegal fireworks are the issue; unfair to limit personal fireworks to two days.
3. Gary Quimby - said illegal fireworks are the problem; supported sale and display of fireworks.
4. Aaron Taylor - said law abiding citizens being punished; ministry sells fireworks to fundraise.
S. Stefan Strek - said fireworks are patriotic and we shouldn't restrict them.
6. Jason Trout - said TNT sellers would not be able to comply with the law the way it is written.
Council discussion
• City issues local permits, but fireworks are state regulated.
• Fireworks are a challenging issue when it comes to enforcement.
• Many in our community dread the 4th of July and leave to escape the impacts of fireworks.
• Biggest danger fireworks present is the threat of fire.
• The proposed ordinance is a compromise to try and deal with the noise issue.
2. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(e) and ORS 192.660(2)(h)
The council met in Executive Session to discuss the negotiation of a real property transaction and to
consult with legal counsel regarding current litigation or litigation likely to be filed.
The meeting adjourned at 8:54 p.m.
