Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Claire Syrett, Chris Pryor
Mayor Vinis opened the November 27, 2017, meeting of the Eugene City Council.
1. PUBLIC FORUM
1. Edward McGlone - spoke on behalf of HRC about the dog ban being discriminatory.
2. Zach Mulholland - spoke on behalf of Sustainability Commission about home energy score.
3. Deb McGee - opposed any new fossil fuel infrastructure.
4. Carolyn Partridge - opposed new fossil fuel infrastructure.
5. Jim Neu - supported committing to 100% renewables and no new fossil fuels.
6. David Piccioni - discussed unifying different social groups in downtown area.
7. John Thielking - said non-profit law changes allow couchsurfing.org, to partner with Airbnb.
8. Heather Johnson - supported measures that make tiny house living more possible.
9. Brittany Quick -Warner - supported downtown initiatives and ridesharing opportunities.
10. Seth Revoal - said the dog ban was effective and supported ridesharing services.
11. Larissa Straily - spoke in support of ridesharing.
12. Matthew McNatt - encouraged Council to make it easier to build secondary dwelling units.
13. David Wade - encouraged Council to make it easier to build secondary dwelling units.
14. Matt Miller - said there is noticeable improvement downtown; supported ridesharing.
15. Stephen Parac - supported ridesharing; lack of ridesharing is detrimental to Eugene's image.
16. Vonnie Mikkelsen - supported rideshare options in Eugene -Springfield area.
17. Robin Bloomgarden - spoke against selling the Millrace Drive site to the university.
18. Anna Van Asperdt - spoke in favor of moving toward 100% renewable, fossil -free community.
19. Alex Geoffrey - spoke -in favor of ridesharing; students need safer options.
20. Adam Briddell - conveyed safety concerns around 1001 and Olive and LTD bus station.
21. Chris Hayes - spoke in favor of ridesharing.
22. Robert Steck - spoke in favor of ridesharing.
23. Joe Maruschak - said lack of ridesharing is a hindrance for tech company visitors in Eugene.
24. Rena Davis, Lyft policy advisor - announced plans to bring Lyft to Eugene.
25. Julie Fahey, State Representative - said ridesharing is a public safety concern.
Council Discussion
• Important to thoroughly vet the background check process done by ridesharing companies.
• City Council will be held accountable for future incidents related to ridesharing and want to
make an informed decision now.
• Consider the impact ridesharing will have on LTD's current rideshare programs:

2. CONSENT CALENDAR
A. Approval of City Council Minutes

B. Approval of Tentative Working Agenda
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to
approve the items on the Consent Calendar. PASSED 8:0.
3. WORK SESSION: Real Property Disposal Procedures
Planning and Development Director Denny Braud and Community Development Director
Michael Kinnison presented current real property disposal procedures and identified steps to
ensure Council involvement early in the process when the sale of City property is being
considered.
Council Discussion
• Important to balance both transparency and flexibility with sale of City property.
• Lease agreements under 20 years would not be covered by property disposal proposal.
More information requested about what it would look like if leases were included.
• The proposal will provide additional process supplementary to the code.
• If a lease condition would influence sale price of property, that information should be
provided to Council.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to
approve the property disposition process set forth in Exhibit B to guide the sale of City
owned property. PASSED 8:0.
The Mayor adjourned the meeting of the Eugene City Council and convened a meeting of the Eugene
Urban Renewal Agency.
4. WORK SESSION: Real Property Disposal Procedures
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to
approve the property disposition process set forth in Exhibit A and discussed today to
guide the sale of Agency owned property. PASSED 8:0.
5. WORK SESSION: Potential Disposition of Millrace Drive Site
Planning and Development Director Denny Braud provided background information about the
property lease with the University and negotiations about the Millrace Drive site.
Council Discussion
• Questions and concerns have been addressed, ready to move forward with this particular
transaction.
• Support Knight Campus development.
• Ideally, an RFP would be issued; however, the current lease doesn't allow it.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to
authorize the Agency Director to sell the Millrace Drive property to the University of
Oregon consistent with the terms included in Attachment B, Terms for Sale of Property.
PASSED 8:0.
