Councilors Present: Jennifer Yeh, Alan Zelenka, Chris Pryor, Greg Evans, Claire Syrett, Mike Clark Councilors Absent: Emily Semple, Betty Taylor Mayor Vinis opened the June 17, 2019, public hearing of the Eugene City Council.
1.PUBLIC HEARING: An Ordinance Vacating E. 8th Alley, Located Between High Street and High
Alley (City File VRI 18-1)Mayor Vinis opened the public hearing and asked councilors for any ex-parte communicationsthey would like to disclose. Councilors Pryor, Syrett, and Evans disclosed ex-parte contact.City Manager Jon Ruiz provided background on the item.Comments in Support:1.Ginevra Ralph - explained how the ordinance would increase safety and accessibility.2.Colin MacArthur - outlined requirements met by applicant and explained the ways in whichthe ordinance would benefit the public.3.Lynnea Barry – supported the alley vacation and expressed concern for drivers andpedestrians who have been and could continue to be at risk due to the blind corners nearthe alley.4.Jonathan Brandt – said the ordinance would enhance safety and increase Americans withDisabilities Act access.5.Karen Warren – shared a personal experience of a near-accident in the alley and supportedthe alley vacation.There were no neutral comments or comments in opposition. Discussion:
•Councilor Zelenka – noted that there is no public infrastructure in the alley; asked for moreinformation on how the assessment was arrived at; asked whether the curb cut would beremoved on High Street; asked about alleys in his ward that are “bollarded”—would like tohear from staff why and how that occurs.
•Councilor Clark – asked whether the ordinance would be of concern to the County becauseof their future construction plans.
•Councilor Evans – supported taking action immediately on the item.
MOTION AND VOTE: Councilor Evans, seconded by Councilor Clark, moved to adopt an ordinance vacating E. 8th Alley, located between High Street and High Alley.
PASSED 6:0. The meeting adjourned at 7:53 p.m.
