HomeMy WebLinkAboutAdmin Order 53-24-10-F -- PPV Fee AmendmentsAdministrative Order – Page 1 of 1 ADMINISTRATIVE ORDER NO. 53-24-10-F of the City Manager of the City of Eugene SETTING PUBLIC PASSENGER VEHICLE FEES AND SUPERSEDING THE FEE SCHEDULE ADOPTED BY ADMINISTRATIVE ORDER NO. 53-18-09-F. The City Manager of the City of Eugene finds as follows: A. Section 2.020 of the Eugene Code, 1971, authorizes the City Manager to determine and set fees and charges to be imposed by the City for services, goods, use of municipal property, and licenses and permits. B. Pursuant to the above authority, on July 19, 2018, Administrative Order No. 53-18- 09-F was issued adopting an amended Public Passenger Vehicle Fee Schedule (“the Fee Schedule”). C. On December 3, 2024, I issued Administrative Order No. 53-24-0, ordering that notice be given of the opportunity to submit written comments on my proposal to set new Public Passenger Vehicle fees. The Notice specified that comments on the proposed amendments would be received for 15 days from December 6, 2024, the publishing and posting date of the Notice. One comment was received. The written comment received during the public comment period is addressed in the City Manager's Findings attached as Exhibit B to this Order. D. Based on my investigation pursuant to the provisions of Section 2.020 of the Eugene Code, 1971, and after considering the comment that was submitted, I find that the fees should be set as proposed. E. The unamended Public Passenger Vehicle fees adopted by Administrative Order No. 53-18-09-F are incorporated into the Fee Schedule attached as Exhibit A to this Order. On the basis of these findings, I order that: 1. The Public Passenger Vehicle Fee Schedule attached as Exhibit A to this Order is the schedule of fees to be charged for the described services effective April 1, 2025. 2. The Fee Schedule attached to Administrative Order No. 53-18-09-F is superseded by the Public Passenger Vehicle Fee Schedule attached as Exhibit A to this Order, effective April 1, 2025. General Fees (applicable to all licensees): License Reinstatement Following: Suspension $50.00 Add Principal $150.00 Exhibit B To Administrative Order No. 53-24-10-F Page 1 of 1 City Manager’s Findings – Response to Public Comment During the 15-day comment period, the City received one written comment regarding the proposed amendment to the Public Passenger Vehicle Fee Schedule. A summary of the comment received, and findings addressing the comment, are set out below: 1. The only comment received expressed concern that there is not sufficient detail on how the revenue from this fee will be used and that the amount of the per-trip fee will increase the cost of rideshare rides, with the greatest impact occurring to vulnerable community members such as low-income and senior residents. Response: In October of 2024, City Council expanded the use of trip fee revenues through a public hearing process. The per-trip fee proposed is the same as several other Oregon jurisdictions and the City regularly works with local transportation options providers that support low-income and senior residents in their transportation needs. No changes are being made to the proposed fee schedule as a result of this comment.
