phone), Claire Syrett
Councilors Absent: Mike Clark, Chris Pryor
Mayor Vinis opened the January 22, 2018, meeting of the Eugene City Council.
1. PUBLIC FORUM
1. Kelsey Zlevor -Sustainability Commission supports Human Rights and Climate Change declaration.
2. Pete Knox - Downtown Neighborhood Association asking for buffer around cannabis shops.
3. Sherry Schaefers - supported a buffer between cannabis shops.
4. Michael DeLuise - said there is problem with rise in number of downtown cannabis stores.
S. Kristin Karle - said St. Vincent De Paul supports renewal of property tax exemptions.
6. Will Phillips - spoke in favor of a Railroad Quiet Zone.
7. Ana Molina - said Beyond Toxics supports Human Rights and Climate Change declaration.
8. Ralph Parshall - spoke in support of Citizens for Sensible Oversight auditor proposal.
9. Mysti Frost - said Beyond Toxics supports Human Rights and Climate Change declaration.
10. Lisa Arkin - said Beyond Toxics supports Human Rights and Climate Change declaration.
11. Bob Cassidy - spoke against adding an additional auditor ballot measure.
12. Andy Vobora - said Travel Lane County supports parks and rec system plan funding
13. Jim Neu - voiced concerns about aerial herbicidal spraying, supported no more fossil fuels.
14. Mel Barber - spoke in favor of independent auditor initiative measure.
15. Jonathan Brandt - asked Council to find funding for all quiet zone crossings.
16. Polly Moak - asked Council to find funding for all quiet zone crossings.
17. David Wagner - asked Council to find funding for all quiet zone crossings.
18. Linda Kelley - supported clean energy jobs bill in the state legislature.
19. Gwen Burkard - supported SB 1051 code changes for Accessory Dwelling Units.
20. Julie Daniel - supported Council putting second auditor measure on the ballot.
21. Bernard Corrigan - said Friendly Area Neighbors supports a railroad quiet zone.
22. Eliza Kashinsky - said ADU code changes are needed, SB 1051 should be interpreted broadly.
23. Patricia Hine - supported the Declaration on Human Rights and Climate Change.
24. Dan Bryant - thanked Council for support of Emerald Village.
25. Sean Shivers - said voters deserve a choice; additional auditor measure should be put on ballot.
26. Danielle Uhlhorn - supported parks and rec system plan; suggested partnering with the YMCA.
27. Todd Boyle - supported of ADUs and more latitude to build them.
28. Krystal Abrams - said Beyond Toxics supports parks and rec plan and pesticide -free parks.
29. Sophie Bybee - supported divestment from U.S. Bank and no new fossil fuels.
30. Mark Thornton - said voters should have a choice on auditor measures.
31. Robin Bloomgarden - opposed putting an additional auditor measure on ballot.
32. Whitey Lueck - spoke in favor of railroad quiet zone.

33. Brenda Kluhsman - supported the Declaration on Human Rights and Climate Change.
34. Joshua Skov - asked Council to put a second auditor measure on ballot and let the voters decide.
35. Mary Leighton - asked Council to put appointed city auditor on the ballot.
36. Carol Scherer - said Council should not put another auditor measure on the ballot.
37. John Barofsky - asked Council to adopt Citizens for Sensible Oversight auditor recommendation.
38. Jerry Harris - said Council should put a second auditor measure on the ballot.
39. Tiffany Edwards - asked Council to support alternate auditor proposal.
40. Bernadette Bourassa - spoke in favor of aerial spray ban.
41. Art Bollman - opposed to adding another auditor measure to the ballot.
42. Sue Sierrralupe - said Occupy Medical is thankful for the bathroom and handwashing stations.
43. Mark Stephenson - voiced concerns regarding building safe Secondary Dwelling Units.
44. Tom Kamis - voiced concerns regarding planned marijuana mega -store downtown.
45. Steve Ochs -supported the low-income housing decisions scheduled on the Consent Calendar.
46. Rob Zako - spoke in favor of an alternate auditor proposal.
47. Laurie Hauber - said places of worship have underutilized land and want to help.
48. Nicole Desch - said Downtown Eugene Merchants support revisiting the marijuana buffer issue.
49. George Brown - opposed putting another auditor measure on the ballot.
50. Morgan Glenn - spoke in favor of a 1,000 foot buffer between marijuana dispensaries.
Council Discussion
• Council should let voters decide on the current auditor measure and not put another
proposal on the ballot.
• Railroad Quiet Zone is a quality -of -life issue.
• It is part of the democratic process for Council to put forth an alternative ballot measure.
• Declaration on Human Rights and Climate Change coming to Council on February 12.
• Understand frustration with 1,000 foot buffer between marijuana shops.
2. CONSENT CALENDAR
Grants Manager Stephanie Jennings gave a presentation on affordable housing opportunities as
background for items on the Consent Calendar.

G. Appointment to Police Commission
H. Initiation of Land Use Codes Changes to Implement Legislation Related to Secondary
Dwellings
Councilor Semple pulled Item H from the Consent Calendar.

MOTION AND VOTE: Councilor Taylor, seconded by Councilor Zelenka, moved to
approve the remaining items on the Consent Calendar. PASSED 6:0.
Council Discussion
• More clarity around SDU code amendments needed, specifically their effect on R-1 zone.
• Phase 1 will be a public process to determine where SDUs. Are allowed.
• Phase 2 will focus on implementation and standards.
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Zelenka, moved to
approve Item H on the Consent Calendar. PASSED 6:0.
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Syrett, moved to
postpone the Intergovernmental Relations Work Session. PASSED 5:1, Councilor
Semple opposed.
