Mayor Vinis opened the February 12, 2018, Work Session of the Eugene City Council.
1. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Council Discussion
• LRAPA Board voted to ban outdoor burning within the UGB starting April 1.
• The City should be doing something about the turkey problem.
• LTD Strategic Planning Committee is working on safety issues in Springfield.
2. WORK SESSION: Edison Elementary School Parking
Land Use Planning Manager Alissa Hansen gave an update about parking concerns at Edison
Elementary School and options for the school district moving forward.
Council Discussion
• There are consequences for requiring 4J to enter into a transportation demand
management program agreement.
• There are concerns that if 4J can't afford parking, the school may be moved.
• Parents did door-to-door survey in the area and over 90 percent of people in neighborhood
support a parking waiver.
• Motion in line with goals of Climate Recovery Ordinance, walkable neighborhoods, etc.
• Support solving the immediate issue.
• Within the recommended next steps, there will be a public process.
• Consider issue in context of current Transportation Demand Management program.
MOTION: Councilor Zelenka, seconded by Councilor Taylor, moved to initiate a land use
code amendment to waive on-site parking requirements for a new or remodeled school on
the Edison Elementary School site and require 4J School District to enter into a
transportation demand management program agreement with the City of Eugene.
Council Discussion
• City may be setting the wrong precedent by requiring the school to do a TDM instead of
• giving them the option.
VOTE: PASSED 7-0.

3. WORK SESSION: Hatton Avenue Annexation
Parking and Technology Manager Jeff Petry discu ssed the current jurisdictional complications
regarding enforcement of the parking code on Hatton Avenue a nd the potential benefits of
a nnexing all or part of Hatton Avenue.
Council Discu ss ion
• Policy question regarding annexing roads that are adjacent to property that is not annexed
must be addressed.
• Consider intergovernmental agreement between City and County that that would work out
the services provided by both entities .
• Annexation would allow City to mitigate impacts of development in the neighborhood.
• The citations and fines issued would be retained by the City .
• Important to clarify for citizens the se rvices that are and are not provided by the City.
• Parking behavior affects livability .
• Annexation is a better solution than providing se rvice to non-city residents; the City should
make annexation an attractive option.
• City is now addressing the unintended consequence s from its decision to a llow a large
multi-family complex in the neighborhood.
MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to direct the
City Manager to begin the annexa tion process for streets included in Option Band bring
back for Council approval. PASSED 7-0.
Mayor Vini s a djourned the Work Session of the Eugene City Council and opened a Work Sessio n
of the Eugene Urban Renewal Agency.
4. WORK SESSION AND POTENTIAL ACTION: Minor Amendment Boundary Expansion
Resolution for the Downtown Riverfront Property Purchase
Economic Pros perity Programs Manager Amanda Nobel Flannery gave Council background
information leading up to the proposed expansion of the urban renewal district in order to use
urban renewal funds to purchase property from EWEB for the Downtown Riverfront property.
Council Di sc us s ion
• The Urban Renewal Di s trict does not have an expiration date; council should not let it grow.
It's too easy to spend money without public participation.
• Though not generally supportive of urban renewal districts, this expansion makes sense to
have the whole riverfront property within the di s trict.
• Urban renewal districts are great tools when used appropriately. Though not always the
right tool in Eugene, in this case, it's being used as it was intended.
MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt the
Resolution in Attachment C to thi s AIS to amend th e Riverfront Urban Renewa l Plan to
expand th e bound ary by 1.1 ac r es. PASSED 6-1, Co un cilor Taylor opposed.
