Mayor Vinis opened the May 16, 2018, Work Session of the Eugene City Council.
1. WORK SESSION: Community Justice System Update
Assistant City Manager Kristie Hammitt and Police Chief Chris Skinner gave an update about
community justice initiatives including efficiencies and providing better services with the
current available resources.

Would like to see the community polling for police services approached differently than for
the parks and rec system plan.
Support better response to chronic neighborhood issues .
Information requested about staffing levels and purpose of Community Service Officers .
Training is a critical piece of recruitment and retaining officers; diversity training should be
focus.
A combined strategy should be developed for both acute and chronic issues .
Continued focus need by the Budget Committee on the development of public safety
solutions each year.
It is important to have data and analytics to monitor the progress and value of programs
such as community court.
There is ongoing frustration about the pace of progress; want to see money being put
towards increased public safety.
Information requested about current vacancies for 911 call center positions as well as
sworn officers and the minimums to meet staffing requirements.
Support looking for more sources of revenue from the general budget to be put towards
public safety and community justice.
Concerned that when the community is aware of gaps in coverage, some take advantage of it.
Consider a plan for coverage while new members of the force are going through the 18-
month academy and intake process.
2. WORK SESSION AND POTENTIAL ACTION: Multiple-Unit Housing SOC Credit/Crescent
Place Apartments
Public Works Director Sarah Medary and City Engineer Mark Schoening gave an update about
an SOC credit application in North Eugene.
MOTION: Councilor Clark, seconded by Councilor Taylor, moved to adopt
Resolution No. 5226 approving a parks systems development charge credit for
multiple-unit housing (The McKenzie at Crescent Village).

• Support the SDC credits -more housing, safe streets, a nd recreation opportunities are needed.
• The idea behind these SDC credits was fo r the impacts of development to be mitigated.
• Many community membe rs have voiced the ir support fo r the proposed SOC credits.
VOTE: PASSED 8:0 .
MOTION AND VOTE: Councilor Clark, seconded by Councilo r Taylor, moved to
adopt Resolution No. 5227 approving transporta ti on systems deve lopment charge
cred it for multip le-uni t housing (The McKenzie at Crescent Village). PASSED 8:0.
