Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Claire Syrett, Chris Pyror
Mayor Vinis opened the May 29, 2018, meeting of the Eugene City Council.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
Boy Scouts from Troop 100, Pack 12 led the Pledge of Allegiance in honor of Memorial Day.
2. PUBLIC FORUM
1. Zach Mulholland -voiced Sustainability Commission concerns related to Riverfront Development.
2. John Brown -expressed concern about raising wastewater and stormwater fees.
3. Ron Bevirt -expressed interest in having a full-time Council with a commensurate salary.
4. Debra McGee -voiced concerns about the use of natural gas use in the community.
5. Todd Boyle -asked Council to make it easier to build Accessory Dwelling Units in Eugene.
6. Linda Heyl -voiced concerns about the use of natural gas and its impact on GHGs.
7. Tom Mulhern -expressed thanks for Nonprofit Capital Improvement Program.
8. John Thielking -shared ideas for incentives for long-term rental housing and Airbnb.
9. Jim Neu -spoke about the projects completed at the UO Climate Change Symposium.
10. Lourdes Ginart -talked about her environmental studies project related to railroad blast zones.
11. Katie Brainard -spoke about low-carbon alternatives to fracked natural gas.
12. Carol Scherer -said natural gas consumption is not in line with City's Climate Recovery Ordinance.
13. Kelsey Weilbrenner -supported the Rental Rehabilitation Loan Program for Ya-Po-Ah Terrace.
14. John Barofsky-expressed support for CDBG funds and what they do for vulnerable populations.
15. Annie Soto -spoke in support of continued CDBG funds for Head Start of Lane County.

MOTION: Councilor Taylor, seconded by Councilor Pryor, moved to approve the items
on the Consent Calendar.
Councilor Zelenka pulled Item C from the Consent Calendar.

4. PUBLIC HEARING: An Ordinance Concerning Waiving Off-Street Parking Requirements
for the Edison Elementary School Site, and Amending Section 9.6410 of the Eugene
Code, 1971. (City File CA 18-2)
Councilor Clark opened the Public Hearing and asked if any Council member needed to disclose any
bias, conflicts of interest, or ex parte contacts.
Council Discussion
• Councilor Zelenka declared that he mentioned the proposed Edison School Parking
Ordinance at a meeting of the Local Government Affairs Council of the Eugene Chamber of
Commerce, Laurel Hill Valley Citizens meeting, Fairmount Neighborhood meeting, and the
Ward 3 candidate forum. It was determined that he did not receive any information outside
of the record, and can therefore make an impartial, unbiased decision on Edison School
Parking based on applicable approval criteria and the arguments and evidence in the
record.
Assistant City Manager Kristie Hammitt introduced the Public Hearing about the proposed
ordinance regarding parking at Edison Elementary.
1. Kaarin Knudson -supported continued street parking at Edison Elementary School.
2. Eileen Nittler -supported continued street parking at Edison Elementary School.
3. Ann Craig -supported continued street parking at Edison Elementary School.
4. Kari Parsons -supported continued street parking at Edison Elementary School.
5. Emily Meng -supported continued street parking at Edison Elementary School.
Councilor Clark closed the Public Hearing and the record.
5. PUBLIC HEARING: A Resolution Adopting Modifications to the Regional and Local
Wastewater System Development Charge Methodologies
Assistant City Manager Kristie Hammitt introduced the Public Hearing regarding the proposed
resolution to adopt modifications to the regional and local wastewater System Development Charge
methodologies, recommended by the Metropolitan Wastewater Management Commission.
No one signed up to speak and Councilor Clark closed the Public Hearing.
6. ACTION: Eugene-Springfield 2019 One-Year Action Plan for Affordable Housing and
Community Development
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Pryor, moved to approve the
Eugene-Springfield 2019 One-Year Action Plan summary for use of Federal CDBG and
HOME funds in FYl 9 provided in Attachment 8. PASSED 8:0
7. ACTION: An Ordinance Concerning the Prohibition of Unlicensed Dogs within the Downtown
Core and Amending Section 4.427 of the Eugene Code, 1971

MOTION AND VOTE: Councilor Taylor, seconded by Councilor Pryor, moved to adopt
Council Bill S 187, an Ordinance Concerning the prohibition of unlicensed dogs within the
downtown core. PASSED 8:0
