Mayor Vinis opened the June 11, 2018, meeting of the Eugene City Council.
1. PLEDGE OF ALLEGIANCE
Girl Scouts from Troop 20397 led the Pledge of Allegiance in honor of Flag Day.
2. CEREMONIAL MATTERS
The City of Eugene received the Community Partner Award from Friends of Trees. Erik Burke
presented the award to Mayor Vinis.
3. PUBLIC FORUM
1. Maddie Adkins -asked Council to pass a resolution supporting the safety of Eugene youth.
2. Nathan Nelson -spoke in support of a LIRHPTE renewal for Wood leaf Village.
3. Emma Hamilton -spoke in support of a LIRHPTE renewal for WoodleafVillage.
4. David Piccioni -voiced disappointment that the elected auditor measure did not pass.
5. William O'Brien -shared support for saving the East Grandstand and Hayward Field.
6. Brian Nessler -spoke in support of a LIRHPTE renewal for Wood leaf Village.
7. Ella Nessler -spoke in support of a LIRHPTE renewal for WoodleafVillage.
8. Darcy Phillips -spoke in support of a LIRHPTE renewal for Wood leaf Village.
9. Eric Jackson -shared concerns about homeless population and available low-income housing.
10. Christina Chapman -voiced concerns about ticketing people for sleeping.
11. Kimberly Gladen -spoke in support of a smoking ban and shared concerns about drugs downtown.
Council Discussion
• Appreciation expressed to individuals for speaking and particularly for sharing support of
LIRHPTE for WoodLeafVillage.
• Support proposal for resolution regarding gun safety; will consider pursuing it with council.
• More state-supported shelters needed.
4. CONSENT CALENDAR
A. Approval of City Council Minutes

C. A Resolution Approving a Low-Income Rental Housing Property Tax
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Pryor, moved to
approve the items on the Consent Calendar. PASSED 7:0
5. PUBLIC HEARING: Ordinance Concerning Rodents and Prohibiting the Feeding of
Wildlife; Amending Sections 6.005 and 6.015 of the Eugene Code, 1971; and Adding a
New Section 6.020
City Manager Jon Ruiz introduced the Public Hearing about the proposed ordinance regarding
wildlife feeding to address growing populations of turkeys and rats.
1. Ralph McDonald -spoke about the Wildlife Feeding Committee of Sustainability Commission.
2. Dana Furgerson -talked about the importance of education and coexistence with wildlife.
3. Joyce Gallagher -advocated against the feeding ban and supported banning rodenticides.
4. Michi Okuda -advocated against the feeding ban and supported banning rodenticides.
5. Julie Tanit -raised concerns and opposition to the wildlife feeding ban; identify alternatives.
6. Christy McElroy-shared positive impacts of turkeys in the community; against feeding ban.
Council Discussion
• Surprised that most people who spoke at the hearing were in opposition to the feeding ban
given the support and emails asking for the City to control the growing population of
turkeys. Unsure of the path forward given many conflicting comments.
• Consider enforcement methodology and how this generally starts with education and
outreach.
• Questions asked about where or how the discussion regarding anticoagulant rodenticides
started.
• Acknowledge that rats are a real health problem; would like to see an education campaign
and alternative ways to kill rats that aren't rodenticides.
• An existing ordinance related to rats already prohibits feeding rats; they do not need to be
included in this proposed ordinance.
6. UPDATE: Public Safety Response to Council Questions
Police Chief Chris Skinner answered questions posed at a previous work session and talked
about potential options and details regarding camera trailers.

Questions asked about how long the City would keep data and video and how much time
would be spent looking into potential crimes being committed.
Shared appreciation for the desire to be thoughtful and deliberate in planning strategies for
the problems downtown.
Information requested and shared about crimes with the potential to exclude people from
downtown and about current data and number of those crimes being committed.
Encouraged by the new proposals; seems like a worthwhile strategy .
Questions asked about the process regarding new downtown strategies and whether the
public would have a chance to weigh in.
There is a well-crafted due process framework regarding instances of exclusion .
Concerns expressed that exclusion could applied before a conviction of an individual.
Concerns expressed about privacy issues related to surveillance cameras; important to
make procedures clear to the community.
More information requested about how other municipalities have used this technology
successfully and if it has reduced crime.
7. ACTION: An Ordinance Concerning Waiving Off-Street Parking Requirements for the Edison
Elementary School Site, and Amending Section 9.6410 of the Eugene Code, 1971. (City File CA
18-2)
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Taylor, moved to adopt
Council Bill 5188, an Ordinance Concerning Waiving Off-Street Parking Requirements for
the Edison Elementary School Site. PASSED 7:0
8. ACTION: A Resolution Adopting Modifications to the Regional and Local Wastewater System
Development Charge Methodologies
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Pryor, moved to adopt a
Resolution Adopting Amendments to Systems Development Charge Methodologies for the
Wastewater System. PASSED 7:0
