Mayor Vinis opened the June 11, 2018, Work Session of the Eugene City Council.
1. Committee Reports and Items of Interest
Council Discussion
• The Metropolitan Wastewater Management Commission has been identified as a large lever
stakeholder for Climate Action Plan outreach.
• Santa Clara/River Road Community Organization meetings were well-planned and well-
attended.
• The Police Commission is scheduled to meet on Thursday, June 14.
• Concern expressed about a citizen living in her car at Amazon Park.
• More information requested about gas line running under Amazon Creek.
• Interest expressed in re-creating a Citizen Involvement Committee.
• Deadline for referring an item to the November 2018 ballot is August 18.
• St. Vincent De Paul is pursuing a youth house for young boys, similar to the youth house for
young girls.
• University of Oregon has an environmental disaster response and resilience program.
• Changes at Monroe Park and downtown due to increased police presence are noticeable.
• Another Comcast settlement is coming through the State and Eugene may be eligible to
receive some of the money.
• League of Oregon Cities is hosting its annual conference in Eugene this year, focusing on
housing and homelessness.
• Laurel Hill Valley and Fairmount Neighbors Association are doing great work.
• Mayor attended a Climate Summit and U.S. Conference of Mayors annual meeting in Boston
and had constructive conversations about local government issues that the federal
government is not addressing.
2. WORK SESSION: Urban Reserves Planning
Principal Long Range Planner Terri Harding and Senior Urban Reserves Planner Rebecca
Gershow gave background on the Envision Eugene process and discussed the City Council's role
in Urban Reserves planning.
Council Discussion
• Questions asked about rural land currently outside of the UGB and what might potentially
happen with the land in the future.
• Support expressed fo r using urban reserves as a strategy to be forward-thinking in p lanning
for t he futu re.
• Informa tion requested about the most rece nt dat a on h ow the com munity is actua ll y growing.
• Important to consid er flat land versus s loped land in u rban rese rves planning.
• Important to co ns ider the Triple Bottom Line and how to ad dress economic development
and sustainability goals when establish ing urban reserves.
• Qu esti ons asked abo ut the definition of rural reserves.
• The p r eser vation of agricu ltural and forest la nd s hould be the City's t op priority.

Dwellings and Amending Sections 4 .330, 7.010, 9.0500, 9.1245, 9.2010, 9.2011, 9.2740,
9.2741, 9.2750, 9.2751, 9 .2775, 9.3060, 9.3065, 9.3115, 9.3125, 9.3210, 9.3215, 9 .3510,
9.3615, 9.3810, 9.3811, 9 .3815, 9.3910, 9 .3915, 9.6105, 9.6410, 9.6420, 9.6745, 9.6775,
9.6885 and 9.8030 of the Eugene Code, 1971. Ordinance #2 : An Ordinance Concerning
Secondary/ Accessory Dwellings and Amending Section 9.0500 of the Eugene Code,
1971. (City File CA 18-1)
Land Use Pl a n ning Manager Alissa Hansen and Dep u ty City Attorney Emily Jerome gave
background o n work sessions and hearings related to the proposed ordinances and
implementati on of SB 1051.
Ordinance #1 with amendments is curre ntly on the table from th e May 23 Work Sessio n.
MOTION TO SUBSTITUTE: Councilor Semple, secon ded by Councilor Pryo r, moved to
s ubstitute Attachment B to t h e AIS , which is labeled "Or d inance 1/Substitute
Ordinance," in pl ace of the Ordinance #1 now on the table. PASSED 7:0
Council Di scussion
• Questions asked rega r ding what effectively chan ges if the motion on the table passed.
• The ordinance includes chang ing "Secondary Dwelling Unit" to "Acc esso ry Dwelli ng Unit."
MOTION TO AMEND AND VOTE: Councilor Semple, seconded by Councilor Syr e tt,
moved to amend Section 8 and Sec ti on 15 of t h e ordin a n ce to strike t h e words "a
second" a nd to r eplace with "any a ddi tional." PASSED 7:0
MOTION: Councilor Ze lenka, seconded by Councilor Evans, moved to adopt as
amended. PASSED 7:0
MOTION: Councilor Ze lenka, seco nded by Council or Pryor, moved to adopt Ord ina n ce
#2 as Attachment C in the AIS.
