Councilors Absent: Emily Semple, Betty Taylor, Alan Zelenka, Greg Evans
7:30 p.m.
Mayor Vinis did not gavel in the March 12, 2018, meeting because there was not a quorum present.
Candace Shorak, President of the Eugene-Jinju Sister City Committee read reports from high school
delegates about their trip to South Korea.
1. PUBLIC FORUM
1. Ralph McDonald -said Sustainability Commission passed resolution addressing housing issues.
2. Natalie Marx -spoke to Southwest Hills Neighborhood Association resolution on wildlife and pests.
3. David Hazen -addressed zoning and incentives for housing and internally displaced persons.
4. Laurie Hauber -asked Council to revise code provisions regarding SD Us at places of worship.
5. Jacob Fox -identified 5th Street District as a tool to help investment in middle income housing.
6. Dennis Sandon -spoke about jurisdictional problems with the Lombard Apartments.
7. Jim Neu -voiced concern about the artificial turf in the UO developments near the river.
8. David Piccioni -commented in favor of an elected city auditor.
9. Bruce Holland Rogers -voiced concern about Lombard Apartment housing development.
10. Kylas Nagaarjuna -raised Lombard Apartment development concerns, including traffic issues.
11. Wayne Martin -said there is too much suffering and homelessness in our community.
12. Michael Gannon -conveyed concerns about the police chief recruitment process.
13. Hazel Tylinski -UO student, provided an OSPIRG update.
14. John Brund -expressed Lombard Apartment development concerns.
15. Zach Mulholland -requested a public process for EWEB Riverfront development.

• More information requested about the status of Lombard Apartment development and
public involvement in EWEB riverfront development master plan
2. WORK SESSION: Opportunity Zones
Economic Development Planner Anne Fifield provided information about the Opportunity Zone
designation, a new tax incentive program created by 2017 federal tax reform package.
Council Discussion
• Trainsong and Bethel area don't have tools to help them develop. Would like to look at
where we do and don't currently have capacity to develop plans.
• Questions raised about federal criteria for eligibility, mostly income and poverty.
• Opportunity zones are intended to encourage investments of all types, any purpose that
enhances economic viability of the track.
• It is important to cover the four corners area because it could benefit from this attention.
• Downtown should not be listed as first priority.
