Mayor Vinis opened the March 14, 2018, Work Session of the Eugene Urban Renewal Agency.
1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(e)
The Eugene Urban Renewal Agency met in Executive Session held pursuant to ORS
192.660(2)(e) to discuss the negotiation of a real property transaction.
Mayor Vinis adjourned the executive session.
MOTION AND VOTE: Councilor Clark, seconded by Councilor Pryor, moved to direct the
Agency Director to work with the River Guides and others to prepare a draft RFP for the
disposal of the steam plan and to schedule a work session with the Agency Board to discuss
the draft RFP's criteria and process. PASSED 5:0.
Mayor Vinis adjourned the meeting of the Eugene Urban Renewal Agency and convened a meeting
of the Eugene City Council.
2. WORK SESSION: Review of 2017 Implementation of Bond Measure to Fix Streets and
2018 Pavement Management Report
Principal Civil Engineer Jenifer Willer gave an overview of the implementation of Measure 20-
197, the 2012 bond measure to fix streets and the 2018 Pavement Management Report.

This bond implementation has been a great success; the City has leftover money to fund
additional projects.
More information requested about "warm mix" and the new processes that allow staff to
mix pavement at a lower temperature and without large plumes of off-gas.
Vision Zero will be incorporated in the process as it becomes more defined .
Consider whether bond funds can be used to create, improve and potentially standardize
pedestrian crossings.
Appreciate the energy and greenhouse gas savings resulting from the use of reclaimed asphalt.
More information needed about what obligations and policies, if any, there are around
unimproved streets.
More information requested about backlog and budget for traffic-calming projects .
