PUBLIC FORUM 1. Randall Cearley-asked Council not to implement the proposed fireworks ordinance. 2. David Larson -asked Council not to implement the proposed fireworks ordinance. 3. David Piccioni -voiced concern about putting cameras downtown. 4. Stefan Strek -spoke about his election campaign. 5. Jonathan Pincus -expressed dismay with Council decision regarding Hayward Field. 6. Jason Trout -asked Council to stay consistent with state fireworks law. 7. Teresa Bishow -expressed support for development of Striker Field using SOC park funds. 8. Joe Tanner -talked about zoning as it relates to churches and the burden it puts on them. 9. Dane Butler -expressed support for development of Striker Field using SOC park funds. 10. Kimberly Gladen -expressed concerns with drug sales at Saturday Market. 11. Thomas Alberti -voiced concerns about transportation regulations that have occurred recently. 12. Aaron Taylor -asked Council not to implement the proposed fireworks ordinance. 13. Quintin Cooper -asked Council to consider creating a Eugene Youth Advisory Committee. 14. Penny Patterson -expressed support for development of Striker Field using SOC park funds. 15. Shellee Corell -asked for enforcement of illegal fireworks instead of new ordinance. 16. Kaarin Knudson -provided an update on collaborative effort to supply more diverse housing. 17. Ariel Siufua -supported existing fireworks sales and cracking down on illegal ones. 18. Patrick Koch -supported fireworks sales as effective fundraiser; provides many beneifts. 19. Anthony Hopper -asked for enforcement of current illegal fireworks instead of new ordinance. Council Discussion • There has been an extensive public process regarding the public passenger vehicle code. • Support the young man who spoke about creating a Youth Advisory Committee. 2. CONSENT CALENDAR A. Adoption of a Resolution Approving a Low-Income Rental Housing Property Tax Exemption Renewal for Hilyard Terrace, Located at 535-695 Betty Niven Drive, Eugene, Oregon.(St. Vincent de Paul Society of Lane County, Inc./ Applicant) E. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-03-08-00, Tax Lot 307-located on Gilham Road north of Country Haven Drive). (Bruce Wiechert Custom Homes; A 18-1) Councilor Zelenka pulled Items C and D from the Consent Calendar. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve the remaining items on the Consent Calendar. PASSED 7:0. Council Discussion • Important to recognize the Metropolitan Wastewater Management Commission Budget and the poplar harvest management services included in the Capital Improvement Program. VOTE ON ITEM C: PASSED_ 7:0 Council Discussion • Low-Income Rental Housing Property Tax Exemption renewals provide many affordable units and should be celebrated. VOTE ON ITEM D: PASSED 7:0 3. PUBLIC HEARING: An Ordinance Concerning the Prohibition of Unlicensed Dogs Within the Downtown Core and Amending Section 4.427 of the Eugene Code, 1971 City Manager Jon Ruiz introduced the Public Hearing about the proposed ordinance regarding dog licensing within the downtown core. Council is scheduled to take action on May 29. 1. Tiffany Edwards -expressed support on behalf of the Chamber for dog licensing downtown. 2. David Piccioni -voiced support for licensing because it might minimize euthanizing. 3. Susan Costa -expressed support for dog licensing in the downtown core. 4. Kimberly Gladen -spoke about safety issues and supported dog licensing downtown. Council Discussion • Supportive of dog licensing because it requires a rabies shot. • Questions raised about why the Dining Room was not a part of the downtown map. Mayor Vinis adjourned the Public Hearing of the Eugene City Council and opened a meeting of the Eugene Urban Renewal Agency. 4. URBAN RENEWAL AGENCY ACTION: Appointment to Riverfront Renewal Guides for the Riverfront Urban Renewal Plan MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to appoint the Mayor's nominee of Thomas Fiorelli to the River Guides. PASSED 7:0 Mayor Vinis adjourned the meeting of the Eugene Urban Renewal Agency and reopened the meeting of the Eugene City Council. 5. ACTION: An Ordinance Concerning Fireworks Restrictions and Amending Sections 4.934 and 4. 996 of the Eugene Code, 1971 MINUTES -Eugene City Council Meeting May 14, 2018 Page 2 MOTION: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill 5180, the ordinance set forth in Attachment B, restricting the dates consumer fireworks may be used to December 31, January 1, July 3 or July 4, limiting display fireworks to July 3 through July 5, and adding Administrative Civil Penalty provision. Council Discussion • The problems surrounding fireworks are problems of enforcement and further restrictions are not going to make things better. VOTE: PASSED 5:2, Councilors Yeh and Clark and opposed. 5. ACTION: Ordinance #1: An Ordinance Concerning Secondary Dwellings and Amending Sections 9.0500, 9.2010, 9.2011, 9.2740, 9.2741, 9.2750, 9.2751, 9.3115, 9.3125, 9.3210, 9.3215, 9.3310, 9.3510, 9.3810, 9.3815, 9.3910 and 9.3915 of the Eugene Code, 1971.Ordinance #2: An Ordinance Concerning Secondary Dwellings and Amending Section 9.0500 of the Eugene Code. Ordinance #3: An Ordinance Concerning Housing on Church, Synagogue and Temple Property and Amending Sections 9.2740 and 9.2741 of the Eugene Code. (City File CA 18-1) MOTION: Councilor Clark, seconded by Councilor Taylor, moved to postpone consideration of these ordinances on Item 6 until we've had one more Work Session on the subject. Council Discussion • Agree that there needs to be a more robust conversations around accessory dwelling units, but comfortable moving forward on tonight's items. AMENDED MOTION (including friendly amendment) AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to postpone consideration of Council Bill 5184 and Council Bill 5185 until we've had another Work Session on May 23. PASSED 7:0. MOTION: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill 5186, an Ordinance Concerning Housing on Church, Synagogue, and Temple Property. Council Discussion • This bill fixes a loophole that did not allow two dwellings to be built on places of worship. VOTE: PASSED 7:0. Council Discussion • Questions raised about changing the use of "Secondary Dwelling Unit" to "Accessory Dwelling Unit." • Concerned about the lack of clarity and direction from the legislature on how to implement SB 1051. • Important to flesh out a sense of what Phase 2 is going to look like and how long it will take at the May 23 work session. . • Many of the Phase 2 questions may need to be explored before deciding in Phase 1 where SDUs should be built. • More information needed about what in the code makes it easy to build an ADU and what the current impediments to building an ADU are. • A workshop is planned during the June 11 work session time to get the community's concerns on the table. • Important to ensure that the people who actually design and build SD Us will be involved in the workshop conversation.
