Mayor Vinis opened the January 8, 2018, Work Session of the Eugene City Council.
1. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Council Discussion
• A lot of input has been received in support of restoring all of the "Flying People" at the
airport.
• A number of calls have been received regarding a religious banner hanging across street on
public property.
• Concerns expressed about the City's use of leaf blowers when trying to reach carbon
emissions goals.
• City should cooperate with County in addressing rats as a health issue.
• Interested in more extensive minutes, helpful to public who don't have time to watch
webcast.
• Would like to see more outreach regarding notice of City Council meetings; put money into
publicizing.
• Important to acknowledge accolades that City staff receive; for example, the State of Oregon
Citizen Advisory Committee Achievement in Community Engagement Award given to the
Parks and Recreation System Plan in recognition of the outreach done in Latino
communities.
• Mayor Vinis, Ethan Nelson, and Michael Kinnison will be going on United Front trip to
Washington D.C.
• Intergovernmental Relations work session will be scheduled prior to legislative session.
• Rideshare conversation will be coming back to Council later this month.
• Occupy Medical has the permit to operate on Sundays in Washington-Jefferson Park; they
continue to looking for an indoor, longer-term solution.
• Founder of Saturday Market, Lotte Streisinger, passed away recently.
2. POTENTIAL ACTION: Dusk to Dawn Family Site
City Manager's Office Division Manager Mia Cariaga and Policy Analyst Regan Watjus presented
an overview of the Dusk to Dawn program. They introduced a proposal for the City Council to
consider approval of a new Dusk to Dawn site for families with children on Amazon Drive.
MOTION: Councilor Taylor, seconded by Councilor Semple, moved to postpone action to
Wednesday, January 10.

• Important to give public the opportunity to speak a t a public foru m and gi v e more input
before Council decides.
• The impact if Council waits two days to vote would not be sign ificant.
VOTE ON MOTION TO POSTPONE: PASSED 6 :0.
3. WORK SESSION: Public Shelter Update
Policy Systems Analyst Jason Dedrick gave a n update on collaborative effor ts with Lane County
to compl ete a feas ibility stu dy that will examine various factors inv o lved with a public s h elter.

• Up to $50,000 wi ll be spent o n a feasibi lity study; mo n ey is coming fro m the state.
• Would like to see a s h e lter downtown.
• Would like to look at c h a ll enges face d by homeless a nd how to address those issues.
• Cons ider a low-ba rri e r shel ter that w o uld like ly serve t h e chronically homeless r a ther than
othe rs who may just be down on their luck.
• A s he lter is not a solution to hom elessness.
• Important to k eep Co uncil up-to-da t e, pu blic ize p r ogr ess, a n d map cu rrent servi ces.
• Information r eq u ested about how many homeless a r e c u r r ently s h e ltering in local fa ciliti es
at ni ght and how mu ch it has increased each year.
