HomeMy WebLinkAbout180122 WSMINUTES Eugene City Council Harris Hall, 125 East 8 th Avenue Eugene, Oregon 97401 January 22, 2018 5:30 p.m. Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Greg Evans (via phone), Claire Syrett Councilors Absent: Mike Clark, Chris Pryor Mayor Vinis opened the January 22, 2018, Work Session of the Eugene City Council. 1. Committee Reports and Items of Interest from Mayor, City Council, and City Manager Council Discussion • Council should be doing something about the parking situation at Edison Elementary. • Have observed that people are parking less downtown because parking is no longer free. • Should consider using 3-hour meters with first 15 minutes free. • Sustainability Commission met this week and discussed recycling, specifically plastics. • Human Rights Commission met this week and endorsed, along with the Sustainability Commission, a Declaration on Human Rights and Climate Change. • Police Commission met and is taking a new look at calls for service data. • Human Services Commission is still looking for representation from the Budget Committee. • Councilor Syrett is now serving as Vice Chair of Lane Area Commission on Transportation. • Election Day is tomorrow; please vote. 2. WORK SESSION: Parks and Recreation System Plan Implementation-Funding for Operations and Maintenance and Capital Improvements Parks and Open Space Division Manager Craig Carnagey, Parks Planning Manager Carolyn Burke, and Recreation Services Director Craig Smith returned with a presentation to further discuss funding options and recommendations for the Parks and Recreation System Plan Update. Council Discussion • Questions regarding Sheldon Pool, funding is not included in the recommended funding. • A more expensive measure might get more support if it includes funding for Sheldon Pool. • Request made for an alternative recommendation that falls in the middle of the proposed bond amounts, but includes funding for Sheldon pool. • Suggest including a "maybe" list of projects that would go forward if extra funds are available. • The money per household is based on the median property value from Lane County Tax Assessor. MOTION AND VOTE: Councilor Taylor, seconded by Councilor Zelenka, moved to direct the City Manager to prepare two options for resolution for Council action to refer two measure to Eugene voters on the May 2018 ballot, the first an option for a $3.12 million MINUTES-Eugene City Council Work Session January 22, 2018 Page 1 operations and maintenance levy to maintain parks trails, natural areas, ri ve rs and recreation facilities, including increase security p a tro ls ; and the second a $31.1 million capital funding bond measure package to improve parks, t rails, natural areas, community centers, and pools and a second option for including the Sheldon Pool in the capital bond and the O&M levy. PASSED 6:0. 3. Executive Session -Pursuant to ORS 192.660(2)(e) and ORS 192.660(2)(h) Mayor Vinis announced that the City Council would be meeting in Executive Session pursuant to ORSl 92.660(2)(e)andORS192.660(2)(h) to discuss the negotiation of a real property transaction and to consult with legal counsel regarding current litigation or litigation likely to be filed.
