Mayor Vini s opened the January 31, 2018, Work Session of the Eugene City Co u ncil.
1. WORK SESSION: Downtown Riverfront Redevelopment Project Concept Update
Planning and Development Director Denny Braud introduced Dike Dame and Jim Atkins from
Williams & Dame Development. They p r esented their initial project concepts for a Downtown
Rive r front site.
Council Di scussion
• The plan respects the ri ver and brings t h e r iver to the city.
• Parking questions for riverfront development n eed to be addressed.
• T he financing pieces of the project are s till being d rafted, in the process o f developing a
Memorandum of Understanding.
• Qu estions raised about the City's role in the deve lopment.
• Consider how a tram o r trolley connecting parts of town to the rive r would be ben eficia l in
providing public trans it access.
• This development is an opportunity to re-imagine t h e community and downtown for d ecades.
• Concerns expressed that there will not be enough low-income housing.
• More green space than w hat is proposed is des irable .
• Consider inclusionary zo ning instead of s ubs idized h ousing.
• Ra ilroad quiet zone im p lementation features may alter the look of the area arou nd the
railroad tracks.
• Should encourage as much mixed -use development as possible.
• Questions remain regarding use of the steam plant.
• The r e wi ll be mostly housing and some retail in t h e bui ldings, but not office space.
