Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Vinis opened the February 14, 2018, Work Session of the Eugene City Council.
1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(e) and ORS 192.660(2)(h)
The Eugene City Council met in Executive Session held pursuant to ORS 192.660(2)(e) and ORS
192.660(2)(h) to discuss the negotiation of a real property transaction and to consult with legal
counsel regarding current litigation or litigation likely to be filed.
2. POTENTIAL DIRECTION: Property Acquisition
MOTION: Councilor Evans, seconded by Councilor Taylor, moved to direct the City
Manager to execute an amendment to the Purchase and Sale Agreement reflective of
Lane County's January 19, 2018 four point Primary Proposal, with the addition of a
December 1, 2018 deadline for resolution of the legal uncertainties regarding the
Butterfly Lot and update to the appraisal.
Council Discussion
• The proposed motion sends Council in the wrong direction.
VOTE: PASSED 6:2, Councilors Zelenka and Clark opposed.
Mayor Vinis adjourned the meeting of the Eugene City Council and convened a meeting of the Eugene
Urban Renewal Agency.
3. MEETING OF THE EUGENE URBAN RENEWAL AGENCY POTENTIAL DIRECTION: Property
Acquisition
MOTION AND VOTE: Councilor Evans, seconded by Councilor Taylor, moved to direct the
Board of Directors to execute an amendment to the Purchase and Sale Agreement
reflective of Lane County's January 19, 2018 four point Primary Proposal, with the
addition of a December 1, 2018 deadline for resolution of the legal uncertainties regarding
the Butterfly Lot and update to the appraisal. PASSED 6:2, Councilors Zelenka and Clark
opposed.

4. WORK SESSION: Public Passenger Vehicles and Transportation Network Companies

manage r provided background about the statu s of T N Cs in the City of Eu gene and past City
Co u ncil conversations.
Co u ncil Discussion
• I mpo r tant t o ensu r e a level playing field fo r taxis a n d TNCs; the system needs to be safe and
fa ir fo r both types of b us i ness.
• Concerns abou t ADA requirements and a ccommodations expressed.
• Drivers wou ld be r equired to submit an app lication for a bus iness license.
• Not willing to comp r omise o n back grou nd c h ecks ; want to e ns u re the drivers and vehicles
meet public safety standards.
• Would li k e to move forward w ith a public heari ng to get comm u n ity co m ments.
• Co n cerned abou t TN Cs not sharing w ith City information about their new drive r s . Will the r e
be any penal ties i fTNC d oes no t share this information with t h e City?
• Clarificatio n needed a b o ut di ffe r ences betw een h a il-a bl e and no n -hail -able veh icles.
MOTION AND VOTE: Cou n ci lor Pryor, seconded by Counc ilor Cla r k, moved to extend 10
min utes. PASSED 8:0.

stat e.
• Concerned whe t her au d its will identify peop le who are driving when they shoul d n 't be.
Enforcement is complaint-d r iven.
• I ntent is to get some certain ty. Consider duplicating Medford's code provisions which are
r egarded as acceptab le by Ube r a n d Lyft.
• Strengthen proposed code language fro m "may" and "could" to "shall" and "shoul d."
MOTION AND VOTE: Cou n ci lor Cla r k, seconded by Counci lo r Taylor, moved to approve
the proposed approach fo r City lice ns ing ofTranspor tatio n Networ k Com p anies and
certificatio n ofTNC drivers, wh ich will include a d mi ni strative changes to insurance and
ve hi cle in spection requiremen ts in the Medford code model, an d to direct the City
Manage r to schedule a public hearing on an ordinance that wi ll amend EC 3.345 to allow
implementatio n of the p r oposed approach. PASSED 8:0.
