Mayor Vinis opened the February 21, 2018, Work Session of the Eugene City Council.
1. WORK SESSION: Divestment
Finance Director Twylla Miller provided information regarding the upcoming request for
proposals for banking services and how divestment considerations will be incorporated into the
process.

Maintain financial risk, trust maintained, and meeting fiduciary duties .
The way factors are applied, there isn't an increased risk in banking partners .
May be unintended benefits of investing in local banks and strengthening those relationships .
More information about differences in criteria for depository and merchant services needed .
Consider how fossil fuel investment would be measured -would get input from Sustainability
Commission and have quantitative values applied.
Council should be kept up-to-date regarding the creation and progress of the RFP and how the
finalists score in the process.
Trying to achieve fiscal stewardship, environmental responsibility, and support the local
economy is a balance staff is attempting to strike.
There is limited risk to local taxpayers if an institution is unreliable because Oregon State
Treasurer does the work for local governments by creating the qualified depository list and
making sure they meet minimum standards.
Interest in seeing one criteria that evaluated the effect on the local economy of giving local
banks preference.
2. WORK SESSION: Ambulance System Update
Eugene Springfield Fire Chief Joe Zaludek provided the City Council with an update to the Basic
Life Support System.
Council Discussion
• Ambulance transport service in overall good shape, but would like to keep in mind the
continuing and evolving partnerships with Springfield and River Road-Santa Clara area to
think of efficiencies and improve the system.
• Metrics have improved as a response to sharing areas and collaborating.
• Looking for sustainable models to meet metrics; would like to address before July.

• Triage car units include one or two paramedics or a mental health professional and will
respond and determine if there is a social, medical, or law enforcement need which eliminates
using large amounts of fuel for a low-service call.
• Appreciate the department's embrace of the approach laid out in Budget Committee
discussions, pleased to see the value that this is bringing and encouraged by the continued
creative thinking.
• Concerned that the increased reliance o_n judgment to determine the best mechanisms for
dealing with patients may create more risk or liability.
• In effort to avoid over-triaging, department is now using best industry practices to eliminate
risk, including medical priority dispatch software that has a quality assurance program.
• Would like to have a thorough conversation at Council table before coming to conclusions
about funding public safety and/or EMS systems.
• Encouraged that previous budget discussions came up with a compromise that worked.
