PUBLIC HEARING: An Ordinance and Resolutions Adopting Modifications to the Transportation System Development Charge Methodology: An Ordinance Concerning System Development Charge Methodology; Amending Sections 7.710, 7.715, 7.720, 7.725, 7.730 and 7.735 of the Eugene Code,1971; and Adding Section 7.732 to that Code City Manager Jon Ruiz introduced the Public Hearing topic regarding Transportation System Development Charge Methodology, including an ordinance and two resolutions. 1. Tiffany Edwards - spoke on behalf of the Chamber, supporting a phased approach to SDCs 2. Ed McMahon -raised concerns about impacts of increasing SDCs on housing affordability. 3. Tom Walter -said that increasing SDCs will make housing less affordable. Council Discussion • Increasing transportation SDCs is just one contributing factor to other increases and charges that are preventing thousands of people from buying a new home. • Questions asked about what would need to happen to result in a zero dollar increase in SDCs, and which projects in the TSP would need to be taken out to achieve that. • The proposal includes mitigating or waiving SDCs at the affordable housing level to avoid pricing people out of the housing market. It is important to consider where that affordable level is. • All levels of housing are interconnected and their availability affects each other. • Important to understand when the last time SDCs were increased and how staff determined that the particular level of increase proposed was appropriate. • Concern expressed about taking projects out of the TSP; instead consider the effects or funding gaps if the proposed SDC methodology was not adopted. • Concern expressed that a zero percent increase in transportation SDCs would severely affect ability to implement CRO goals. • Planning to bring back a motion that will include addressing major changes and project plans to have a broader conversation about aspirations and the impact statement/costs association with them. • Information requested about Local Government Affairs Council recommendations. Mayor Vinis closed the Public Hearing. 2. PUBLIC HEARING AND POSSIBLE ACTION: Resolution Adopting a Supplemental Budget; Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2017, and Ending June 30, 2018 City Manager Jon Ruiz introduced the Public Hearing topic regarding the third FY18 Supplemental Budget for the City of Eugene. Mayor Vinis opened and closed the Public Hearing; no one signed up to testify. Council Discussion • Acknowledged that citizen John Barofsky was not at the meeting to offer his budget comments this evening. • Question asked about funding for Parks Ambassadors for this fiscal year. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt Resolution 5232 adopting a Supplemental Budget; making appropriations for the City of Eugene for the Fiscal Year beginning July 1, 2017, and ending June 30, 2018. PASSED 8:0 3. PUBLIC HEARING AND POSSIBLE ACTION: A Resolution Adopting the Budget, Making Appropriations, Determining, Levying and Categorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year Beginning July 1, 2018 and Ending June 30, 2019; a Resolution Electing to Receive State Revenue Sharing Funds Pursuant to Section 221.770 of Oregon Revised Statutes; and a Resolution Certifying that the City of Eugene Provides the Municipal Services Required by Oregon Revised Statues Section 221.760 in Order to Receive State Shared Revenues City Manager Jon Ruiz introduced the Public Hearing topic regarding the FY19 proposed Budget for the City of Eugene as approved by the Budget Committee. Mayor Vinis opened and closed the Public Hearing; no one signed up to testify. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt Resolution 5233 electing to receive State Revenue Sharing funds pursuant to Section 221.770 of Oregon Revised Statutes. PASSED 8:0 MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt Resolution 5234 certifying that the City of Eugene provides the municipal services required by Oregon Revised Statues Section 221.760. PASSED 8:0 MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt Resolution 5235 adopting the budget, making appropriations, and determining, levying and categorizing the annual ad valorem property tax levy for the City of Eugene for the fiscal year beginning July 1, 2018, and ending June 30, 2019. PASSED 8:0 Mayor Vinis adjourned the meeting of the Eugene City Council and opened a meeting of the Eugene Urban Renewal Agency. 4. PUBLIC HEARING AND POSSIBLE ACTION: A Resolution of the Urban Renewal Agency of the City of Eugene Adopting the Budget, Making Appropriations, and Declaring the Amount of Tax to be Certified for the Fiscal Year Beginning July 1, 2018, and Ending June 30, 2019 City Manager Jon Ruiz introduced the Public Hearing topic regarding the FY19 proposed Budget for the Eugene Urban Renewal Agency as recommended by the Budget Committee. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt Resolution 1087 of the Urban Renewal Agency of the City of Eugene adopting the budget, making appropriations and declaring the amount of tax to be certified for the fiscal year beginning July 1, 2018, and ending June 30, 2019. PASSED 8:0 Mayor Vinis adjourned the meeting of the Eugene Urban Renewal Agency and opened the Public Hearing of the Eugene City Council. 5. PUBLIC HEARING: An Ordinance Concerning Autzen Stadium and Amending Section 4.190 of the Eugene Code, 1971 City Manager Jon Ruiz introduced the Public Hearing topic regarding proposed change relating to consumption of alcohol in public spaces. 1. Eric Roedl - voiced support for proposal to increase fan experience, revenue, and improve traffic. 2. Mike Duncan -read letter from Autzen stadium neighbors supporting extended parking hours. 3. Matt Carmichael -gave perspective as UO police chief regarding traffic, drinking, and safety. Council Discussion • Questions asked about any costs associated with increasing the window of time. o Concerns expressed that more hours to drink will just increase alcohol consumption. Request made for data that would show that this wouldn't necessarily increase alcohol consumption • Request made for confirmation that if people leave the stadium, they could not come back in, which would prevent continued drinking outside the stadium during the game. Mayor Vinis closed the Public Hearing. 6. ACTION: Resolutions Authorizing the Sale of General Obligation Bonds to Fix Streets and Fund Bicycle and Pedestrian Projects and the Sale of General Obligation Bonds for Parks and Recreation Facility Projects City Manager Jon Ruiz introduced the topic regarding authorizing issuance of General Obligation Bonds. Council Discussion • The voters have authorized the bond and Council is authorizing staff to proceed with issuing the debt. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve Resolution 5237 authorizing the sale of General Obligation Bonds to fix streets and fund bicycle and pedestrian projects and to approve Resolution 5238 authorizing the sale of General Obligation Bonds to fund park and recreation projects.
