HomeMy WebLinkAbout181126 MtgMINUTES – Eugene City Council Meeting November 26, 2018 Page 1 M I N U T E S Eugene City Council Harris Hall, 125 East 8th Avenue Eugene, Oregon 97401 November 26, 2018 7:30 p.m. Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Claire Syrett, Chris Pyror Councilor Absent: Greg Evans Mayor Vinis opened the November 26, 2018, meeting of the Eugene City Council. 1. CEREMONIAL MATTERS Mayor Vinis recognized Judge Wayne Allen for his years of service to the community as Presiding Municipal Court Judge and announced the renaming of the main courtroom in Municipal Court in his honor. 2. PUBLIC FORUM 1. Aria Seligman – supported efforts by the City decriminalize homelessness. 2. Bekki Bruckner – spoke about the dangers of 5G technology and supported curbing its expansion. 3. Cindy Allen – opposed the expansion of smart meter and 5G technology in the city. 4. Victor Odlivak – opposed the expansion of smart meter and 5G technology in the city. 5. Todd Boyle –discussed the impacts of the local housing shortage on the homelessness issue. 6. Patty Hine – supported increased focus on the Climate Action Plan goals. 7. Linda Kelley – presented a community sustainability outreach proposal. 8. Jim Neu – supported the Sustainability Commission recommendation on the NW Natural franchise. 9. Donna Riddle – expressed concern about the impacts of winter conditions on the unsheltered. 10. Mindy Stone - opposed the expansion of smart meter and 5G technology in the city. 11. Sandy Sanders - opposed the expansion of smart meter and 5G technology in the city. 12. Eliza Kashinsky – supported the City’s efforts to facilitate development of ADUs. 13. Jennifer Frenzer-Knowlton – supported increasing resources for the homeless. 14. Ed McMahon – spoke on behalf of the Home Builders Association regarding transportation SDCs. 15. Sue Sierralupé – supported efforts to establish shelter opportunities for the homeless downtown. 16. Ron Bevirt – voiced frustration with progress by the City’s housing tools and strategies committee. 17. Michael Carrigan – supported increased efforts to help the homeless. 18. Michael Gannon – conveyed his experience with conflict between bikers/pedestrians and cars. 19. Zondie Zinke – asked council to focus energy and resources on the urgent issue of homelessness. 20. Wayne Martin – supported efforts to increase focus and resources on homelessness. 21. Douglas Bovee – supported the creation of a shelter and new rest stops around the city. 22. Sabra Marcroft – supported an increased focus on winter strategies to help the homeless. 23. Kaarin Knudson – spoke about how the availability of affordable housing affects other issues. 24. Laurie Hauber – said the accumulation of unpaid fines perpetuates homelessness. 25. Stefan Strek – spoke about a variety of issues. 26. Luke Callahan – supported efforts to make Eugene a great place to raise a family and to retire. Council Discussion • Public Works is working to redesign a safe, temporary pedestrian crossing at the site of the Highway 99 County homeless camp. MINUTES – Eugene City Council Meeting November 26, 2018 Page 2 • Council is committed to exploring new shelter options with the goal of creating safe spaces for those who are unhoused. • There is a nexus between housing and almost every other issue the City is facing. 3. CONSENT CALENDAR A. Approval of City Council Minutes a. October 22, 2018, Work Session Minutes b. October 31, 2018, Work Session Minutes c. November 13, 2018, Work Session Minutes d. November 13, 2018, Meeting Minutes B. Approval of Tentative Working Agenda C. Reappointment to Metropolitan Wastewater Management Commission MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve the items on the Consent Calendar. PASSED 7:0 4. ACTION: Ordinance and Resolutions Adopting the Transportation System Development Charge Methodology Public Works Director Sarah Medary provided a brief recap of the Transportation System Development Charge amendment process. Council Discussion • The action Council is poised to take to raise SDC rates will increase the cost of housing; send the message that identified transportation projects are more important than keeping the cost of housing down. • Council must make difficult choices and balance the need to pay for transportation infrastructure with the goal of increasing housing options. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill 5190, an Ordinance Concerning System Development Charge Methodology; Amending Sections 7.710, 7.715, 7.720, 7.725, 7.730 and 7.735 of the Eugene Code, 1971 and Adding Section 7.732 to that Code. PASSED 6:1, Councilor Clark opposed. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt the proposed resolution at Attachment B: A Resolution Adopting the Transportation SDC Project Plan. PASSED 6:1, Councilor Clark opposed. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt the proposed resolution at Attachment C: A Resolution Adopting Amendments to the System Development Charge Methodologies (General Methodology and Appendices A, B and F) Originally Adopted by Resolution No. 4900. PASSED 6:1, Councilor Clark opposed. 5. ACTION: Amendment of Purchase and Sale Agreement for the Butterfly Lot City Attorney Kathryn Brotherton provided a brief explanation for the proposed action to extend the deadline set to resolve all legal questions regarding the Butterfly Lot. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to direct the City Manager to execute an amendment to the Purchase and Sale Agreement to change the December 1, 2018, deadline for resolution of the legal uncertainties regarding the Butterfly Lot to January 10, 2019. PASSED 7:0. Mayor Vinis adjourned the meeting of the Eugene City Council and convened a meeting of the Eugene Urban Renewal Agency.
