Councilors Absent: Matt Keating Mayor Knudson opened the January 21, 2025, public hearing of the Eugene City Council in hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building. 1. PUBLIC HEARING: An Ordinance Providing for Withdrawal of Annexed Properties from the Following Special Districts: River Road Park & Recreation District; River Road Water District; Santa Clara Rural Fire Protection District; Santa Clara Water District; Lane Fire Authority and Junction City Water Control District. Mayor Knudson opened the public hearing. Assistant City Manager, Matt Rodrigues, introduced the topic and provided background information. There were no speakers for the public hearing. Mayor Knudson closed the public hearing. 2. PUBLIC HEARING: An Ordinance Amending the Eugene-Springfield Metropolitan Area General Plan Diagram and the Willakenzie Area Plan Diagram to Redesignate the Property Identified as Assessor's Map 17-03-16-41, Tax Lot 01100 from Campus Industrial to Light Medium Industrial and Rezone the Property from E-1 Campus Employment to E-2 Mixed Use Employment. Mayor Knudson opened the public hearing in a quasi-judicial format. Assistant City Manager, Matt Rodrigues, introduced the topic and provided background information. Mayor Knudson provided time for Councilors to disclose any bias, conflicts of interest, ex parte communications or abstentions pursuant to Eugene Code 9. 7065(5). MINUTES -Eugene City Council Public Hearing January 21, 2025 Page 1 Council Discussion: • Councilor Clark -disclosed that the owners of Sheppard Motors are his friends, but he does not have any ex parte or biases that would prevent him from making a fair decision. Mike Reeder provided an applicant statement. 1. Chris Clem ow spoke in favor of the proposed ordinance. Council Discussion: • Councilor Kashinsky -noted the E-2 zone appears to allow more manufacturing type uses than the E-1 zone and is adjacent to residential properties; asked if community concerns with manufacturing types that lead to pollution next to residential areas were discussed in the application; asked for the types of manufacturing allowed to build in the zone if Sheppard Motors does not develop there. • Councilor Groves -noted he was involved in the Health Overlay Proposal; manufacturing serves as a buffer to residential areas; noted there needs to be a buffer between commercial industrial and residential areas. Mayor Knudson closed the public hearing and the record for the application. 3. PUBLIC HEARING: An Ordinance Amending Section Eugene Code 6.552; and Providing for an Immediate Effective Date Mayor Knudson opened the public hearing. Assistant City Manager, Matt Rodrigues, introduced the topic and provided background information. There were no speakers for the public hearing. Mayor Knudson closed the public hearing.
