Lyndsie Leech, and Randy Groves.
Councilors Absent: Matt Keating
Mayor Knudson opened February 18, 2025, public hearing of the Eugene City Council in
hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North
Building.
1. PUBLIC HEARING: An Ordinance Concerning State Traffic Laws; Amending Section
5.005 of the Eugene Code, 1971; and Providing an Immediate Effective Date.
Mayor Knudson opened the public hearing.
Assistant City Manager, Kristie Hammitt, introduced the topic and provided background
information.
There were no speakers for the public hearing.
Mayor Knudson closed the public hearing.
2. PUBLIC HEARING: An Ordinance Concerning Stormwater Management Facilities;
Amending Sections 7.010 and 7.143 of the Eugene Code, 1970; and Providing an Effective
Date.
Mayor Knudson opened the public hearing.
Assistant City Manager, Kristie Hammitt, introduced the topic and provided background
information.
There were no speakers for the public hearing.
Mayor Knudson closed the public hearing.
3. PUBLIC HEARING: An Ordinance Concerning Stormwater Management; Amending
Sections 9.6791, 9.6792, 9.6793, and 9.8030 of the Eugene Code, 1971; and Providing An
Effective Date.

Mayor Knudson opened the public hearing.
Assistant City Manager, Kristie Hammitt, introduced the topic and provided background
information.
1. Dane Butler -spoke in favor of simple efficient updates, noted concern for the
ordinance impact on existing approvals given by the City.
Mayor Knudson closed the public hearing.
Council Discussion:

Councilor Clark -asked staff to address concerns outlined by the speaker; stated
his preference for making it easier and more efficient to manufacture new
homes.
Councilor Groves -stated his concern about confusion of shifting standards,
asked how the City can make conditions for developers more predictable; stated
he is in favor of more discussion before a vote is held; does not feel that state
mandates for phasing in and out changes are adequate; stated a desire to see the
City to perform more outreach to the building community.
Councilor Zelenka -noted that staff addressed his concerns related to how many
changes were initiated by the City versus being a state or federal mandates;
stated strong support of changes that protect and improve our water sources.
4. PUBLIC HEARING: An Ordinance Extending The Sunset Date Of Ordinance No.
20701 (Temporary Establishment Of "Safe Parking" And "Safe Tent" Sites That
Are Larger Than Allowed Under Section 4.816 Of The Eugene Code, 1971)
Mayor Knudson opened the public hearing.
Assistant City Manager, Kristie Hammitt, introduced the topic and provided background
information.
1. Jack Boisen -spoke in favor of the proposed ordinance.
Mayor Knudson closed the public hearing.
Council Discussion:
• Councilor Clark -asked what the financial impact of extending the sunset date
will be on the City's budget; asked if these programs will receive new funds and
when current budgeted funds are exhausted; asked staff to confirm that funding
is secured through June 2025.
• Councilor Groves -asked if the ordinance is only extended by one year due to
funding; stated the program is expensive but important for helping to reduce the
impact of houselessness on the City; stated partner agencies have managed the
programs very well.

• Councilor Kashinsky-asked staff to confirm that this ordinance allows safe
sleep sites to exist; asked if those sites would have to close without the
extension; asked if it is possible to eliminate the sunset portion of the ordinance
to allow programs to continue without annual reapproval by Council; asked staff
to confirm that making this ordinance permanent would not make any one site
or funding permanent.
• Councilor Yeh -would like to consider making this permanent in the future;
thanked St Vincent DePaul (in attendance) for their work on the safe sleep sites;
stated her support of extending the sunset date.
• Mayor Knudson -stated appreciation for the provider network that manages the
sites, noted that the City's top item in statewide lobbying is to secure long-term
funding for these types of programs.
Mayor Knudson adjourned the meeting at 6:08 p.m.
