HomeMy WebLinkAbout250127 WSMINUTES Eugene City Council Work Session Eugene, Oregon 97401 January 27, 2025 5:30p.m. Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, and Lyndsie Leech Councilors Absent: Randy Groves Mayor Knudson opened the January 27, 2025, work session of the Eugene City Council in hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building. 1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(t) (ORS 192.355(1) and ORS 192.355(2)) and ORS 192.660(2)(a) 2. WORK SESSION: Interim Police Auditor Discussion MOTION: Councilor Keating, seconded by Councilor Zelenka, moved to authorize Council President to negotiate and execute an extension to the interim Police Auditor's employment agreement, that extension not to exceed 44 days, 25 April 2025, plus the addition of one more paid plane flight and all other provisions of the employment agreement are to remain the same. VOTE: 7:0 PASSED IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, and Leech. OPPOSED: None. 3. WORK SESSION: Code Amendments to Stormwater Development Standards to Implement NPDES Permit Requirements City Manager, Sarah Medary, introduced Doug Singer, Development Services Manager, and Jeff Gepper, Senior Planner, to present on the proposed stormwater code amendments. Councilor Discussion: • Councilor Clark-asked how many acres would be exempted from the revised stormwater development standards; asked about the effect of the exemption being removed. • Councilor Zelenka -asked why previously exempted properties are not considered consistent with National Pollutant Discharge Elimination System (NPDES) requirements; asked when the new NPDES rules were issued; clarified the previously exempted properties are inconsistent with the new NPDES rules and need to be removed.
