Closure of Skinner Butte ParkAdministrative Order Page 1 of 2 ADMINISTRATIVE ORDER NO. 58-25-17 of the Executive Director of the Public Works Department TEMPORARY CLOSURE OF A PORTION OF SKINNER BUTTE PARK EFFECTIVE JUNE 23, 2025. The Executive Director of the Public Works Department finds that: A. Pursuant to the authority of Administrative Order No. 21-03-12 issued by the City Manager, the Executive Director of the Public Works Department is authorized to regulate City parks and to protect park visitors and the park environment. B. (1) Section 1.003(1) of the Park and Open Space Rules authorizes the temporary closure of all or any portion of a park, open space, or facility "upon finding that conditions that threaten the welfare or safety of nearby residents exist, and the need to preserve their welfare and safety outweighs the public's right of access to the park." (2) In addition to a closure ordered under Subsection (1) of this section, the Director of the Public Works Department may restrict vehicular access to City parks or open space during regular open hours upon finding that such restriction is necessary for the preservation of the health, welfare and safety of the citizens of the City of Eugene. Upon such a determination, the gates at park or open space entry points may be closed and appropriate signs must be posted indicating the hours that vehicular access is prohibited. A closure under this Subsection shall not limit the public’s right of non- vehicular access to a park or open space between 6:00 a.m. and 11:00 p.m. C. Skinner Butte Park is composed of 99.02 acres, a portion of which contains the Skinner Butte Loop Park Road and summit parking lot. D. The portion of Skinner Butte Park shown in Exhibit A attached to this Order is experiencing high fire danger and ongoing illicit activity that increases fire risk. The Eugene Springfield Fire Chief and Fire Marshal recommend closure of the summit parking lot to vehicles during fire season. E. To protect the park and park users, the area identified in Exhibit A must be closed to vehicular traffic. NOW, THEREFORE, based on the above findings, which are hereby adopted: The Executive Director of the Public Works Department orders and directs that: 1. The portion of Skinner Butte Park outlined in red on Exhibit A attached to this Administrative Order is hereby closed to vehicular use other than law enforcement personnel, Administrative Order Page 2 of 2 authorized City employees and contractors, and persons with written authorization from the Public Works Director or the Parks Division Manager. This closure is effective at 12:01 a.m. on June 23, 2025, and shall remain in effect until 7:00 a.m. on October 15, 2025. 2. In addition to any other measures that may be implemented to restrict vehicular entry into the closed portion of Skinner Butte Park, the City shall lock the permanent access gate in the closed position 24 hours per day. The City shall post clearly visible signs on the gate located near the intersection of Skinners Butte Loop and E. 3rd Ave. to advise the public that, pursuant to Administrative Order of the Public Works Executive Director, a portion of Skinner Butte Park is closed to vehicular traffic.
