Home My WebLink About250512 MTGMINUTES Eugene City Council Meeting Eugene, Oregon 97401 May 12, 2025 7:30 p.m. Councilors Present: Eliza Kashinsky, Matt Keating, Jennifer Yeh, Mike Clark, Greg Evans, Lyndsie Leech, and Randy Groves Councilors Absent: Alan Zelenka Mayor Knudson opened the May 12, 2025, meeting of the Eugene City Council in hybrid in- person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building. 1. PLEDGE OF ALLEGIANCE Rebecca Knecht, Facility Manager for Public Works Maintenance and veteran of the U.S. Navy, led the Pledge of Allegiance in honor of Memorial Day on May 26. 2. CEREMONIAL MATTERS Mayor Knudson mentioned proclamations for Bike Month, Mental Health Awareness Month, International Worker's Day, Sabrina Ionescu Day, Public Works Week, and Memorial Day. 3. COMMITTEE REPORTS AND ITEMS OF INTEREST • Councilor Groves -shared updates from the Intergovernmental Relations Committee regarding bills in deliberation by the state legislature. • Councilor Yeh -thanked Peter Ruffier for his service on the Metropolitan Wastewater Management Commission. • Councilor Keating -expressed his appreciation for the Eugene Police Department's prompt response regarding a possible prowler; noted the upcoming Southeast Neighbors General Meeting on May 13. • Councilor Clark -noted his recent attendance at a Santa Clara Community Organization meeting; noted there are plans to build a new YMCA in his ward. 4. MOTION: Councilor Evans, seconded by Councilor Leech, moved to approve the items on Consent Calendar 2. VOTE: 7:0 PASSED IN FAVOR: Kashinsky, Keating, Yeh, Clark, Evans, Leech, and Groves. ACTION: Adoption of City of Eugene Annex to the Lane County Multi-Jurisdictional Natural Hazards Mitigation Plan 2020 MINUTES -Eugene City Council Meeting May 12, 2025 Page 2 Assistant City Manager Matt Rodrigues introduced the topic and provided background information. MOTION: Councilor Evans, seconded by Councilor Leech, moved to adopt a resolution adopting the updated City of Eugene Annex to the Lane County Multi-Jurisdictional Natural Hazards Mitigation Plan 2025. VOTE: 7:0 PASSED IN FAVOR: Kashinsky, Keating, Yeh, Clark, Evans, Leech, and Groves. OPPOSED: None. ABSENT: Zelenka. 7. PUBLIC COMMENT 1. Lin Woodrich -spoke about the need for a police substation in Bethel. 2. Juliera Baeten -spoke in favor offunding the various City services. 3. Alfredo Gormezano -spoke against curb extensions. 4. Alison Hunter -spoke in favor of a kind inclusive community. 5. Dan Bryant -spoke in favor of a fire service fee. 6. Rich Locke -spoke in favor of a budget without redundancies. 7. Jojo Breslin -spoke in favor of funding various City services. 8. Charlotte Abernathy -spoke against the criminalization of homelessness. 9. Athena Aguiar -spoke against paid signature gatherers. 10. Stefan (Ace Dog) Strek -spoke about the City Manager recruitment and budget processes. 11. Violet Van Horn -spoke in favor of denser building. 12. Diane Bolte-Silverman -spoke in favor of funding animal services. 13. Maddie Crotts -spoke against the criminalization of homelessness. 14. Phoebe Smith -spoke against the criminalization of mutual aid. 15. Matt Cooper -spoke in favor of funding animal services. 16. Sarah Boom -spoke about reducing police funding. 17. MINUTES -Eugene City Council Meeting May 12, 2025 Page 3 Council Discussion: • Councilor Yeh -thanked those who came to speak; noted police services are only one piece of community safety; noted she works for Community Supported Shelters and they have tours available. • Councilor Keating -noted his appreciation for the students in the audience; stated his support for funding services at Greenhill Humane Society; stated he is in favor of a stabilization fee to preserve vital City services. • Mayor Knudson -noted appreciation for the evening's speakers; noted the importance of advocacy in supporting essential City services; mentioned upcoming Budget Committee and City Council meetings.
