Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Lyndsie Leech, and Randy Groves
Mayor Knudson opened the June 9, 2025, work session of the Eugene City Council in a hybrid
format at 500 E 4th Avenue, North Building, Eugene OR 97401.
1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(h)
2. WORK SESSION: Vehicle Repair Program
City Manager, Sarah Medary, introduced Jeff Petry, Curbside and Administrative Services
Director, to discuss potential revisions to the adopted Chapter 5 parking related
ordinances to address repeat parking violators and to develop a proposal for a program
that provides resources in addition to, or in lieu of, parking citations.

Councilor Leech -asked about the effects of last year's changes to parking code;
asked about the costs to tow and store impounded vehicles; stated while the
proposed fund amount is low, it will have a profound impact; noted some may
have difficulty completing the paperwork necessary to make a vehicle street
legal; noted the fund may save money by decreasing enforcement work; stated
her support for the proposed program.
Councilor Keating -noted his support for the proposed program; asked about
the possibility of prohibiting vehicle parking in front yards; stated concerns
about the safety and visual impact oflong-term RV storage in front or side
yards; asked about changing the code to regulate vehicle storage on private
property.
Councilor Groves -noted while he is in support of the program, he would like to
see a vehicle safety inspection component; stated he's seen several vehicles that
would pose a significant safety risk in an accident; noted he is seeing fewer
parking issues than he did previously; asked about the 72 hour parking
prohibition in west Eugene; asked if the City is liable if a vehicle with known
safety issues goes through the program; noted his interest in further exploring
the topic of vehicle safety.
Councilor Yeh -asked if there will be a Request for Proposals (RFP) for the
program; asked when the program would start if passed; stated tickets and
towing will not solve homelessness; stated her support for the program; noted
she may be interested in a vehicle safety component in the future; stated she is
not interested in managing vehicles on private property.
MOTION: Councilor Evans, seconded by Councilor Leech , moved to
direct the City Manager to establish a one-year a pilot program for
Vehicle Ownership Navigation Services.
VOTE: 7:1 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh , Evans, Leech, and Groves.
OPPOSED: Clark.
The meeting was adjourned at 7:00 p.m.
