I move to direct the City Manager to
move forward with the baseline assumptions, expressed as
recommended values in column 2 of Attachment C, for the analysis
of future employment land needs, residential land needs, and
public and semi-public land needs.

Mayor:
The Public Forum is an opportunity for individuals to speak to the City
Council on any city-related issues except for those items which have already
been heard by a Hearings Official or are on tonight’s agenda as a public
hearing.
Each person will have three minutes to speak. When you come to the podium,
please give your name, city of residence, and, for Eugene residents, your ward if
known. The timer and lights indicate the time you have to speak. A yellow light
will come on when you have 15 seconds to complete your comments. The red
light indicates the end of three minutes.
Mayor closes Public Forum and asks for comments from the City Council.

4. ACTION:
An Ordinance Concerning the Police Auditor; Amending Sections 2.450,
2.452, 2.454, 2.456 of the Eugene Code, 1971; and Providing for an
Effective Date for Implementation
City Council President:
I move that the council adopt Council Bill 4998, an
ordinance concerning the Police Auditor.

The Mayor adjourns the meeting of the Eugene City Council.
5. EXECUTIVE SESSION
[Pursuant to ORS 192.660(2)(e)]
The Mayor convenes a meeting of the Eugene Urban Renewal Agency.
Mayor:
The Eugene Urban Renewal Agency will now meet in Executive
Session to deliberate with persons designated by the agency to negotiate real
property transactions. The Executive Session is held pursuant to ORS
192.660(2)(e).
Representatives of the news media and designated staff shall be allowed to
attend the executive session. All other members of the audience are asked to
leave the room. Representatives of the news media are specifically directed not
to report on any of the deliberations during the executive session, except to state
the general subject of the session as previously announced. No decision may be
made in executive session.
